RECOMMENDATION

title

Approve and authorize Agreement No. 270166B with Rafael Ortiz to provide a parenting workshop, at the Napa County Library Literacy Center and approval of a waiver of competitive bidding and sole source award. (Fiscal Impact: $10,000 Expense; Library Fund; Budgeted; Discretionary)

body

BACKGROUND

The Library is requesting approval of a one‑year sole source agreement with the current instructor to ensure continuity of parenting education services during the transition to a more comprehensive County‑wide service model. The instructor has successfully delivered classes under a recently concluded five‑year agreement. During this time, the instructor developed programming tailored to Spanish‑speaking families and strengthened connections to other Literacy and Family Literacy services-an essential objective of offering this resource through the Library.
The Library Literacy Center is actively working to integrate the Positive Parenting Program (Triple P) into the County’s broader behavioral health and intervention services grant. This transition will require time for planning, coordination of funding, and development of service delivery. Because parents are currently waiting to enroll, the Library requests a sole source award to Rafael Ortiz to maintain uninterrupted services. Funding for the parenting workshop has been allocated for the current fiscal year through the California Library Literacy Services (CLLS) Family Literacy grant. If a new agreement is not in place by the end of March 2027, the Library will issue an RFP to seek qualified candidates, with the expectation that State funding will be secured to continue the program.
Requested actions:
1. Approve and authorize Agreement No. 270166B with Rafael Ortiz, with a contract maximum of $10,000 for a one‑year term to provide a parenting workshop at the Napa County Library Literacy Center; and
2. Approve a waiver of competitive bidding and a sole source award to Rafael Ortiz.
