BACKGROUND

The Agricultural Commissioner’s Office needs a total of three vehicles be added to their fleet to satisfy State mandated tasks. The department hired a new inspector for the Weights & Measures division, resulting in the need for an additional vehicle to perform inspections throughout the County. The California Department of Food & Agriculture (CDFA) donated two trucks to the department in the early 2000’s to aid in the pest detection trapping program. As these trucks are over 20 years old, they are dilapidated and unsafe for staff to drive. Replacement of the trucks is necessary to maintain an effective county-wide pest trapping program before the trapping season begins in March. Funding will come from the Weights & Measures Special Revenue Fund and additional funding from the State for Unclaimed Gas Tax.
The vehicles will become part of the Napa County Fleet Program, and the Ag Commissioner-Sealer will be charged for operations, maintenance, and replacement accordingly in future years.

Requested Actions (4/5 vote required):
1. Approve purchase of three capital assets and competitive bid award to Jimmy Vasser Toyota of Napa, CA for three Toyota Tacomas in the amount of $199,525; and

2. Approval of a Budget Amendment for the following;
a. Increase Transfers Out appropriations by $66,510 in the Weights and Measures Public Protection
Special Revenue Fund (Fund 2420, Sub-Division 1600050, Account 56100) offset by use of its available fund
balance to transfer to Ag Commissioner - Sealer (Fund 1000, Sub-Division 1600000, Account 48200)
b. Increase revenue by $133,015 in Ag Commissioner - Sealer (Fund 1000, Sub- Division 1600000, Account 43300)
c. Increase Fleet Charges Appropriations by $199,525 in Ag Commissioner - Sealer (Fund 1000, Sub-
Division 1600000, Account 52906) offset by transfer-in revenue for reimbursement to Fleet - Vehicle Replacement Budget (Fund 4100, Sub-Division 4102000, Account 46800)
d. Increase Equipment Appropriations in Fleet - Vehicle Replacement budget (Fund 4100, Sub-Division
4102000, Account 55400) by $199,525 offset by revenue.

These trucks will become part of the Fleet Internal Service Fund and charged Operations and Maintenance and Replacement accordingly in future fiscal years.

The Ag Commissioner - Sealer Dept. will not be able to perform inspections and trapping in a timely manner.
