BACKGROUND
The Napa County Sheriff’s Facility located at 1535 Airport Boulevard was constructed in 2005 and over time the facility has experienced deterioration of exterior building components including cracking of the Exterior Insulation and Finish System (EIFS), failure of exterior coatings, aging roof materials, and localized water intrusion around windows and exterior wall assemblies.
On September 9th 2025, the Board of Supervisors approved a professional services agreement with Nacht & Lewis Architects, Inc., who was selected through the County’s on-call architectural services program, to investigate the condition of the facility’s exterior envelope and develop repair recommendations and construction documents for the rehabilitation of the building exterior.
During the course of the investigation, additional deficiencies were identified that require expanded analysis and coordination. These include evaluation of EIFS cracking and moisture intrusion, investigation of window and storefront assemblies, assessment of roof and flashing conditions, and development of repair details to address water intrusion and deterioration of exterior building components.
Amendment No. 1 will provide the additional architectural and engineering services necessary to complete the investigation, develop construction documents for the recommended repairs, and support the County during the bidding and construction phases of the project.
Requested Actions:
1. Approve and authorize Amendment No. 1 to Professional Services Agreement No. 260125B with Nacht & Lewis Architects, Inc. for an additional $104,346, and therefore, for a new maximum contract amount of $489,366 to provide additional consulting services for the Sheriff’s Building Maintenance Project; and
2. Approve a Budget Amendment to reallocate previously approved budget to a different capital project: (4/5 vote is required):
a) Reverse Transfers-out (56100) from Accumulated Capital Outlay (Fund 3000, Sub-Division 3000000) of $50,000 and the related Transfers-in (48200) to the Bridge Preventative Maintenance Program Project (Fund 2040, Sub-Division 2040500, Project 25016); reduce the budgeted appropriations in Project 25016 accordingly; and
b) Reallocate by Increasing intrafund Transfers-out (57900) appropriations from the Accumulated Capital Outlay (Fund 3000, Sub-Division 3000000) and increase intrafund Transfers-in (49900) for the Sheriff bldg. Rehab Project (Fund 3000, Sub-Division 3000501, Project 26006); increase Project 26006 appropriations for Consulting Services (52310) by $50,000.
