Approve and authorize Agreement No. 250241B with Monarch Justice Center for use of space located at 5 Financial Plaza, for the term September 1, 2024 through September 30, 2029, to house The Courage Center, which is staffed and administered by the Napa County District Attorney’s Office. BACKGROUND
The facility that housed the Monarch Justice Center, including The Courage Center, which is operated by the District Attorney’s Office, was sold earlier this year. As a result, The Monarch Justice Center leased a new location at 5 Financial Plaza in the City of Napa and the District Attorney’s Office is requesting to sublease space within the new location to house The Courage Center.
Nationally accredited, The Courage Center is a child friendly forensic interview and medical examination center operated through a partnership of multidisciplinary organizations representing law enforcement, victim advocates, forensic interviewers, government and non-profit service providers, Napa Solano Sexual Assault Sexual Examiner (“SANE”) and Sexual Assault Response Team (“SART”), and the Napa County District Attorney’s Office. It is critical that The Courage Center remain co-located within the Monarch Justice Center to provide these sensitive and critical services. The space provided at the Monarch Justice Center will accommodate 10 staff and needed program and examination space. It is not feasible to house staff of The Courage Center within the District Attorney’s Office located at 1127 First Street, as this location does not have sufficient space to house the program.

Approval of the sublease agreement will allow the District Attorney’s Office to continue to provide critical and sensitive services offered by The Courage Center within the Monarch Justice Center. |

The term of the sublease agreement is September 1, 2024 through September 30, 2029. The sublease expense will be budgeted accordingly each fiscal year for the term of the lease. |

If the item is not approved, the District Attorney will not be able to operate The Courage Center. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: General Rule. It can be seen with certainty that there is no possibility the proposed action may have a significant effect on the environment and therefore CEQA is not applicable. [See Guidelines for the Implementation of the California Environmental Quality Act, 14 CCR 15061 (b)(3)].
