EXECUTIVE SUMMARY

The Napa County Resource Conservation District (RCD) is an independent special district managed by a Board of Directors who serve specified terms of office.  There was an unexpected vacancy of one District Director position.  The term expires at noon on November 30, 2022.  The County Executive Office advertised the opening and also submitted a letter to the Board of Supervisors of Solano County (which comprises a small portion of the District) regarding the open position and appointment process, with a copy of the media release included.  The RCD’s Board of Directors reviewed the applications and interviewed applicants for the vacancy.  The RCD's Board of Directors, lacking funds to pay for a public election, adopted Resolution 2021-02 on June 10, 2021, that recommends that the Board of Supervisors appoint Brent Randol as a Director in lieu of an election, permitted by Public Resources Code Section 9314.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

There are seven Directors on the Napa County Resource Conservation District (RCD) Board.  Applicants for appointment to the governing board of the RCD should demonstrate an interest in soil and water conservation pursuant to the requirements of Section 9314 of the Public Resources Code.  Such applicants must also be registered voters in the State, reside within the RCD and either own real property in the RCD or, alternatively, have either served pursuant to the RCD's rules for two years or more as an Associate Director providing advisory or other assistance to the Board of Directors, or be a designated agent of a resident land owner within the RCD.  Brent Randol meets the requirements for appointment to the governing board of the RCD.

Staff recommends adoption of the resolution appointing Brent Randol to the Napa County Resource Conservation District (RCD) Board of Directors in lieu of holding an election, pursuant to Section 9314 of the Public Resources Code.
