(No Fiscal Impact).

BACKGROUND

The California State Association of Counties (CSAC) formed the CSAC Finance Corporation (CSAC-FC) in 1986 to provide broad array of finance, investment, insurance and public services to benefit California counties and related public agencies. Since its inception the CSAC-FC has grown to be the premier provider of a variety of cost-saving programs and services to counties and other local governments throughout California. CEO Alsop serves as an Executive Board Member and Treasurer of the CSAC-FC.

The CSAC-FC is holding its Spring Board meeting May 3-5, 2026, in Maui County, HI, in conjunction with the National Association of Counties Western Interstate Region (WIR) Conference. As an Executive Board Member and Treasurer for the CSAC-FC, CEO Alsop will attend the Spring Board meeting. The CSAC-FC is reimbursing airfare and covering all lodging and meal expenses. There is no cost to the County of Napa. Last year, the CSAC-FC held its Spring Board meeting in Napa.

The National Association of Counties (NACo) represents the interests of America’s counties, serving as a powerful voice in federal policymaking and a vital part of our nation’s intergovernmental system. At the heart of NACo’s mission is a commitment to advancing county priorities, promoting innovative policies, nurturing leadership skills and building networks of knowledge and collaboration. Supervisor Cottrell serves as Chair of NACo’s Resilient Counties Innovation Council. Additionally, she is the Napa County Board of Supervisors appointed Delegate to the Rural County Representatives of California (RCRC), where she serves as an Executive Board Member, and Second Vice President.

NACo’s WIR Conference will be held May 5-8, 2026, in Maui County, HI. As Chair of NACo’s Resilient Counties Innovation Council, and as an Executive Board Member for the RCRC, Supervisor Cottrell will attend the WIR Conference. The RCRC is reimbursing airfare and covering all lodging and meal expenses. There is no cost to the County of Napa.

Requested Action: Approve out of state travel for Chief Executive Officer Ryan J. Alsop to attend the California State Association of Counties Finance Corporation Board Meeting, May 3-5, 2026, and approve out of state travel for Supervisor Anne Cottrell to attend the National Association of Counties Western Interstate Region Conference, May 5-8, 2026, both in Maui County, HI.

Discretionary Justification:

The Board of Supervisors have discussed the County's involvement in the NACo and CSAC and decided on its importance to Napa County with the participation of County officials.

Is the general fund affected?

No

Future fiscal impact:

It is anticipated that the County will participate in future years and that the associated costs will be budgeted accordingly, if applicable.

Consequences if not approved:

The CEO and Supervisor would be unable to fulfill appointed CSAC-FC and NACo duties, and the County of Napa will not have representation at the WIR Conference.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
