BACKGROUND
On December 16, 2025, the Board of Supervisors approved Agreement No. 260251B with Thomson Reuters to provide legal research software to access published court opinions and other research sources. County Counsel seeks to supplement the resources by adding Analytical Plus National Secondary Sources to the current software subscription to give County Counsel better access to federal law research materials. The cost of these additional resources is approximately $377 per month.
Requested Action:
Approve and authorize Amendment No. 1 to Agreement No. 260251B with Thomson Reuters to supplement the current Westlaw legal research software by adding Analytical Plus National Secondary Sources to software subscription for a new maximum amount of $13,820 for the fiscal year of 2025-2026, and $41,873 for the fiscal year of 2026-2027.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
