BACKGROUND

The North General Aviation (GA) Ramp was originally constructed in 1958 and has a very poor Pavement Condition Index (PCI) of 25. The ramp is approximately 10 acres and is used by various aircraft types for transient parking and self-service fueling operations. On March 25, 2025, the Board of Supervisors (Board) approved creation of Capital Project 25040 (North GA Ramp Reconstruction Project) for engineering design and administration efforts for new pavement, Taxiway A entry redesign, drainage and electrical improvements, and a new aircraft parking plan, consistent with current FAA standards.

The Airport received a Categorical Exclusion determination for this project from the FAA under the National Environmental Policy Act (NEPA) on May 8, 2024. On August 22, 2025, Napa County executed a grant agreement with the FAA in the amount of $477,720 for the design efforts associated with the project. The construction portion of the project is eligible for additional entitlement grant funds from the FAA under the Airport Infrastructure Grant program for approximately $3,057,000, or 95% of total project cost, and will not move forward without a grant agreement. The remaining sponsor share of approximately $152,850, or 5% minimum grant match, will be funded from the Airport Enterprise Fund.

Today’s requested action will approve the construction plans and specifications for PW26-04 and authorize staff to complete the necessary steps for an Invitation for Construction Bids (IFB). Airport staff anticipate coming back to the Board in May 2026 with a request to accept the lowest responsive construction bid, approve the associated construction contract, approve a Construction Administration contract for project management, and approve an associated budget amendment to increase project funds with final project costs. Engineers estimated costs for construction are approximately $4,556,000. The project plans and specifications are available to view on the https://www.napacounty.gov/1607/Current-Projects website.

2.  Authorize staff to advertise an invitation for sealed bids and open at a time, date, and location to be published by the Director of Public Works pursuant to Section 20150.8 of the Public Contract Code.
3.  Authorize the Director of Public Works to apply for a grant in the amount of up to $3,057,000, with a 5% matching requirement of approximately $152,850, and execute a FAA Airport Improvement Program (AIP) grant agreement to fund the North GA Ramp Reconstruction Project.

Discretionary Justification:

North GA Ramp pavement, originally constructed in 1958, is failing and unable to sustain current Aircraft Operations in a safe manner.

Future fiscal impact:

Airport anticipates getting a Federal Grant for this project in FY26-27 and the project will extend into future fiscal years, budgeted in the Airport Enterprise CIP Fund (Fund 5010) accordingly.

Consequences if not approved:

If not approved, Napa County Airport would not be maintaining its infrastructure as required by the FAA and could lose grant funds dedicated to Napa County Airport.
