BACKGROUND

The Napa County Department of Public Works maintains 78 bridges that are included in the National Bridge Inventory (NBI) and Caltrans inspects the bridges every two to four years. Caltrans Structure Maintenance and Investigations bridge inspectors prepare Bridge Inspection Reports (BIR) for each bridge with recommendations for maintenance and repairs.  The Federal Highway Administration (FHWA) funds cost-effective means of extending the useful life of bridges in the NBI, which is much less expensive than replacing a bridge.

In 2021, Biggs Cardosa and Associates prepared a prioritized five-year plan of cost-effective routine bridge maintenance, including project descriptions, cost estimates and the Bridge Preventive Maintenance Plan (BPMP) to submit to Caltrans. In August 2021, County staff reviewed the list and applied for $2.1 million in Highway Bridge Program (HBP) funding for preventive maintenance on the following bridges:
   1.
                     Berryessa-Knoxville Road Bridge over Pope Creek
   2.
                     Berryessa-Knoxville Road Bridge over Putah Creek
   3.
                     Pope Canyon Road Bridge over Pope Creek

The recommendations include placing a seal on the bridge deck to protect the reinforcement bars from corrosion, placing scour protection, patching spalls in the concrete, replacing bridge joint material, and repairing bridge barrier rails.  Caltrans allocated $1,785,000 in HBP funding for construction in 2026. Napa County would pay the $231,000 for the 11.47% local share for construction and 100% of the pre-construction costs. Approving the $200,000 budget amendment in this item will allow the project to move forward to complete the design and bid documents in compliance with the Caltrans requirements.

 
Requested Action:
1.  Approval of a Budget Amendment for the following [4/5 vote required]:
     a.
                     Increase Transfer Out appropriations by $200,000 in the SB1 Non-Operating Special Revenue Fund (SRF) (Fund 2440, Subdivision 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 25016; and
     b.
                     Creation of a new Roads Capital Improvement Project for the 2026 Bridge Preventive Maintenance Project (Fund 2040, Subdivision 2040500, Project 25016) and increase Engineering Services appropriations by $200,000 in Project 25016 (Fund 2040, Subdivision 2040500, Account 52145) offset by Transfer In revenue from SB1 SRF.

Discretionary Justification:

Approval of the Budget Amendment is necessary to move the project forward toward to design to improve public safety.

Work will start in fiscal year 2024-25 and continue into fiscal year 2026-27.

Consequences if not approved:

These bridges will deteriorate which will likely result in increased costs and could compromise safety.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act of 14 CCR § 15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B].
