BACKGROUND

In accordance with Board Resolution No. 05-40 and the Recommended Procedure for the Acceptance and Disbursement of Gifts, Bequests, or Devices for donations in excess of $1,000, this agenda item has been prepared to accept a donation of a 2023 Can-Am Defender UTV and a 2024 8’ x 18’ Cargo Express Trailer from the Deer Park Firefighters Association and Community Friends. 

The UTV and trailer will increase the County Fire Department’s capability to safely transport personnel and equipment, reduce incident response time, allow injured victims to be transported quickly, and rapid access to incident locations with hard to access terrain.  The equipment will also increase the ability to carry water and supplies, and aid in wildland vegetation management and firefighter training.

The Can-Am Defender UTV is valued at $46,794 with the Cargo Trailer valued at $15,297.  These pieces of equipment will have expenses due to operations and maintenance.  The UTV and trailer will be stored at the St. Helena CAL FIRE Station located in Calistoga.  Approving today’s actions will authorize the Chair to sign the Bills of Transfers. 

No goods or services were provided to the donor in exchange for the donation.

Requested Actions:
1.  Approve donation from Deer Park Firefighters Association and Community Friends (non-profit):
a.  Acceptance of a donated 2023 Can-Am Defender Max Limited Utility Vehicle (UTV) from the Deer Park Firefighters Association and Community Friends to the Napa County Fire Department; and
b.  Authorization of Chair to sign Bill of Transfer accepting the Can-Am UTV from the Deer Park Firefighters Association and Community Friends; and
c.  Record a capital asset in the amount of $46,794 for the UTV; and
d.  Approval of Budget Adjustment increasing appropriations in the Fire Department’s budget with offsetting revenues in the amount of $46,794 to recognize the value of the donation; and
e.  Authorize to send the attached letter of appreciation to Deer Park Firefighters Association and Community Friends; and

2.  Approve donation from Deer Park Firefighters Association and Community Friends:
a.  Acceptance of donation of 2024 Cargo Express Trailer 8’ x 18’ to the Napa County Fire Department; and
b. Authorization of the Chair to sign Bill of Transfer accepting the trailer from Deer Park Firefighters Association and Community; and
c.  Record a capital asset in the amount of $15,297 for the Cargo Trailer; and
d.  Approval of Budget Amendment increasing appropriations in the Fire Department’s budget with offsetting revenues in the amount $15,297 to recognize the value of the donation.

Discretionary Justification:

The UTV and trailer will greatly assist with the County’s fire prevention measures in steep and difficult terrain.  Donated equipment will save the Fire Department $62,091.

Is the general fund affected?

No

Future fiscal impact:

Normal registration and maintenance costs only.  This cost will be included in the future Fire Department budgets.

Consequences if not approved:

The Napa County Fire Department would not be able to sufficiently access and protect wooded, steep, and difficult to reach terrain for fire protection and prevention purposes.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations, title 14, section 15378, (CEQA Guidelines) and, therefore, CEQA is not applicable.
