(Fiscal Impact: $517,916 Expense; Health and Human Services Agency Fund; Budgeted; Discretionary).
body
BACKGROUND
The Nutrition and Physical Activity Branch (NPAB) of the California Department of Public Health (CDPH) is one of several programs that receives grant funding for nutrition education and obesity prevention efforts from Supplemental Nutrition Assistance Program-Education (SNAP-Ed) of the United States Department of Agriculture (USDA). In California, SNAP is known as CalFresh, and the SNAP-Ed program is known as CalFresh Healthy Living (CFHL).
The mission of CFHL is to reduce the prevalence of overweight and obesity among California SNAP-Ed eligible residents through educational strategies and multi-level organizational and community-wide public
health approaches that support healthy behaviors at multiple levels of influence.
The priorities of the program include:
• Increased access to and consumption of healthy foods and beverages, with an emphasis on increasing consumption of water;
• Decreased access to and consumption of less healthy foods and beverages, with an emphasis on decreasing consumption of sugar sweetened beverages; and
• Increased physical activity.
CDPH awarded Health and Human Services Agency (HHSA) Public Health (PH) Division a three-year grant to develop and maintain a local nutrition education and obesity prevention program.
The annual amounts paid to Innovative Health Solutions under this grant are as follows:
• FFY 2024 - unchanged at $153,800
• FFY 2025 - increased by $28,258 for a new maximum amount of $182,058
• FFY 2026 - increased by $28,258 for a new maximum amount of $182,058
This amendment increases the reach and impact of SNAP-Ed in Napa County by allowing Innovative Health Solutions to use the funds to initiate small subcontracts with community partners to support direct education in park settings, indirect education at community events, and collaboration in assessing Policy, Systems, and Environmental Change (PSE) opportunities. Funding will also be used to increase recipe sampling as an indirect education service at food distribution sites, partner events, and other approved sites. Additional training and technical support will be offered for community partners and providers to prescribe park prescriptions (ParkRx- healthcare providers encourage patients to spend time in nature to improve their physical and mental health) to community members.
