BACKGROUND

Napa County received the Highway Safety Improvement Program (HSIP) Cycle 11 grant to fund safety improvements at three intersections along Silverado Trail: Oak Knoll Avenue, Zinfandel Lane, and the Strawberry Patch (located approximately 0.4 mile north of Trancas Street). However, after evaluating the safety and environmental impacts and cost implications, the County decided to remove the Strawberry Patch improvements from the project and to proceed with the planned safety improvements at the Oak Knoll Avenue and Zinfandel Lane intersections on Silverado Trail.
In general, the project includes upgrading bicycle lane striping; installing streetlighting and advanced flashing beacons; and constructing right-turn lanes at Oak Knoll Avenue. To accommodate the proposed turning lane, widening on Silverado Trail will be required, which necessitates the removal of some existing vegetation and oak trees. As part of project mitigation, trees removed will have a 2:1 replanting ratio and a three year monitoring period, to ensure oak tree survival.
These improvements are intended to enhance overall traffic safety, improve bicycle accommodations, and increase intersection visibility to reduce the potential for collisions. The HSIP Cycle 11 grant will reimburse Napa County for eligible design and construction costs, with a total reimbursement estimated at up to $1,107,180.
Further details about the proposed improvements at these intersections are described below:
Silverado Trail at Oak Knoll Avenue:
Improvements include the installation of advanced flashing beacons on approaches to the intersection on Silverado Trail, construction of a new streetlight, widening of the Oak Knoll Avenue intersection approach to Silverado Trail, and installation of a right-turn lane on eastbound Oak Knoll Avenue. Additional work includes restriping the Silverado Trail median north of the intersection median to extend it closer to the intersection and widening the southbound lane on Silverado Trail to provide a right-turn lane onto Oak Knoll Avenue.
Silverado Trail at Zinfandel Lane:
Improvements include installation of advanced flashing beacons on approaches to the intersection on Silverado Trail and construction of a new streetlight.
In accordance with the California Environmental Quality Act (CEQA) Guidelines and Napa County’s Local Procedures for compliance with CEQA, the County prepared an Initial Study (IS) to evaluate potential environmental impacts associated with the project. The IS determined that the project could result in potentially significant environmental impacts unless mitigation measures were incorporated. As a result, a Mitigated Negative Declaration (MND) was prepared to reduce all identified potential project impacts to a less-than significant level.
A Notice of Intent to Adopt the MND was circulated for public review and comment from January 2, 2026, to February 2, 2026. Comments received from the Yocha Dehe Wintun Nation were addressed in the IS/MND. With implementation of the identified mitigation measures, the project is not anticipated to result in significant environmental impacts. All mitigation measures are incorporated into the Mitigation, Monitoring, and Reporting Plan (MMRP) and project Plans and Specifications and will be implemented as appropriate before, during, and after construction.
The Plans and Specifications for the “HSIP Cycle 11 Silverado Trail Intersection Improvements” project are complete and ready for approval. The project Plans and Specifications are available to view on the https://www.napacounty.gov/1607/Current-Projects website. The Director of Public Works is requesting authorization to advertise for bids. Staff will return to the Board at the time of construction to present a detailed project budget based on the lowest responsible bid and to request a budget amendment to fund construction.
On July 9, 2024, the Board approved Agreement 250052B with the Consultant to provide Engineering, Environmental, and Construction Support Services for the HSIP Cycle 11 Silverado Trail Intersection Improvements project. Agreement No. 250052B was prepared for a maximum compensation of $191,183 for Preliminary Engineering services. There have been two amendments to the Agreement, which have increase the maximum compensation to $267,532, to accommodate additional safety improvements requested by the County in the design and increase compensation for required environmental studies. Public Works staff requests an amendment to this Agreement to increase the maximum compensation by $11,136 for a total maximum compensation of $278,668. Amendment No. 3 will provide additional funding for bidding and construction support services.

Requested Action:
1. Adopt a Resolution which adopts a Mitigated Negative Declaration and Mitigation, Monitoring, and Reporting Plan, approves the project Plans and Specifications, and authorizes the Director of Public Works to advertise for sealed bids for the HSIP Cycle 11 Silverado Trail Intersection Improvement project;
2. Approve Amendment No. 3 to Agreement No. 250052B with Sanderson Bellecci Inc; and
3. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase appropriations for Project 24015 - HSIP Cycle 11 Intersection Improv. in the Roads Fund (Fund 2040, Sub-Division 2040500) in account 52310 - Consulting Services by $12,000, offset by an increase of $12,000 in revenue account 48200 - Transfers-in from the SB-1 Non-Operating Special Revenue Fund; and
b. Increase appropriations in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052) in account 56100 - Transfers out by $12,000, offset by use of its available fund balance.

Where is it budgeted?

Project 24015 will be funded by SB-1 SRF and Caltrans will reimburse 90% of expenses from the HSIP Cycle 11 Grant. The project was not budgeted as part of the annual budget process since SB1 revenues are received monthly. Staff monitors the revenues and cashflow and once there is sufficient cash, comes to the Board and requests to move forward with the project and establish a project budget.

Discretionary Justification:

This project improves the safety for all road users and utilizes grant funding to make improvements to a high-speed roadway (Silverado Trail) in an effort to reduce traffic collisions.

Future fiscal impact:

Construction will begin in FY 2025-26 and be completed by FY2026-27. Three (3) years of mitigation monitoring for oak tree replanting is expected to be completed by FY 2029-30.

Consequences if not approved:

The project will not advance to the construction phase. Failure to fund and award construction by June 30, 2026, would result in loss of HSIP grant funding and require the County to repay all funds previously reimbursed by Caltrans.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Mitigated Negative Declaration. According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: biological resources, hydrology and water quality, transportation, and tribal cultural resources. This project site is not on any of the lists of hazardous waste sites enumerated under Government code section 65962.5.
