BACKGROUND
In April 2022, The Silverado Community Services District (SCSD) Advisory Committee identified the need to replace the District’s former landscaping contractor, due to persistent failure to perform in accordance with the terms and scope of the contract. During their tenure, the condition of the District’s 29 landscaped islands significantly declined, vegetation deteriorated, and the irrigation infrastructure was inadequately maintained. As a result, the contract with the former landscaping contractor was formally terminated on August 1, 2022.
In July 2022, the District issued a Request for Proposals (RFP) for landscape maintenance services but no bids were received. The District then entered into negotiations with Sanchez Brothers Landscaping, who had previously completed a successful refurbishment project on Island 27 and other interim maintenance work. Based on the quality of work and responsiveness, the District executed a new agreement with Sanchez Brothers Landscaping to provide comprehensive landscape and irrigation maintenance across all 29 islands.
Since 2022, Sanchez Brothers Landscaping, Inc. has delivered consistent, high-quality, and timely services. They have demonstrated a strong understanding of the unique landscape and irrigation needs of the District's islands. They have proactively and quickly addressed issues, effectively repaired the irrigation system, and provided reliable service, while supporting Napa County's broader goals of sustainability, resources conservation, and community beautification.
The SCSD Advisory Committee, in coordination with the Director of Public Works, recommend extending this agreement with Sanchez Brothers Landscaping, Inc. through June 30, 2027. This extension will allow ongoing island and irrigation maintenance without disruption to the service and quality of care currently provided to the District. The proposed amendment extends the term of this agreement through June 30, 2027. There is no change to the scope of work or the maximum compensation.
