EXECUTIVE SUMMARY

Two on-call contracts that are needed to provide construction testing inspection and management are set to expire on June 30, 2022, which is in the middle of the upcoming construction season. These two on-call contracts were executed after the completion of a request for qualifications process. Extending the contract dates will allow the County to continue to receive and pay for needed services until to the end of this upcoming construction season.

The proposed Professional Service Agreement Amendments will provide required technical services for various Napa County Public Works projects in design and construction.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION:  The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

 

BACKGROUND AND DISCUSSION

Following the storm events in 2017 Napa County solicited requests for qualifications (RFQ) for professional services needed to complete storm repairs. After ranking and interviewing, the County awarded several different on-call professional service agreement contracts including one with Miller Pacific Engineering Group (MPEG) for testing and inspection and one with Biggs Cardosa & Associates (BCA) for construction management.

The sheer number of storm damage repairs and the complexity involved with designing permitting and bidding requires several years of effort. Multiple disasters including fires and another significant storm damage event also delayed the delivery of some projects. Both of these companies have been involved with the project design, formulation and plan review of several projects scheduled to be completed this year and are needed through project completion, yet their agreements expire in the middle of the construction season. Extending the contract terms an additional fiscal year will allow for continuity, efficiency and better quality control on these projects. 

The intention is that no new task orders will be issued past this fiscal year except in the case of supporting existing projects that will be completed this summer or running into something unforeseen. Staff will be issuing new RFQ’s later this year to find the most qualified consultants for new projects that are planned for next year and beyond.
