County Executive Officer/Director of Emergency Services requests approval of and authorization for the Chair to sign Amendment No. 1 to Agreement No. 190210B with Wine Down Media, LLC for the term of July 1, 2021 through June 30, 2022 with an annual renewal to continue to provide Napa County residents with Napa County Rapid Alert Radio Efforts (“RARE”) program, and the addition of services to Public Health, Mental Health, Child Welfare Services and Alcohol and Drug Services. This increases the contract maximum by $10,000 for a new maximum of $43,000 per fiscal year.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Wine Down Media, LLC has been providing Napa County residents with consistent and effective communication through multiple inclusive channels as a fundamental part of community goodwill. This service allows the community to receive information in times of non-emergencies about emergency preparedness, response, and recovery. In events Napa County considers emergencies (as determined by the Napa County Office of Emergency Services), the County can choose to broadcast directly from Wine Down Media’s facility to provide all the important and up-to-date information it needs to disseminate to the public through mass messaging.
Approval of the recommended action will extend the term of the Agreement through June 30, 2022 with an automatic renewal provision and the addition of services to Public Health, Mental Health, Child Welfare Services and Alcohol and Drug Services.
