BACKGROUND
Roads planned for rehabilitation are selected based on their existing Pavement Condition Index (PCI), which is an overall measure of the condition of the road surface developed by the United Sates Army Corps of Engineers and later standardized by American Society for Testing and Materials (ASTM). The PCI shows a numerical index ranging from 0 to 100, with 100 being a best roadway condition that is anticipated to support 20 years of use.
Public Works uses the PCI information to develop a 5-year plan which optimizes the use of available funds to assist in prioritizing road resurfacing projects. This is not an analysis that selects repairs based on “worst first,” instead it is based on repairs that provide the greatest efficiency per dollar spent. In many cases spending smaller amounts of money on maintenance towards roads that aren’t in bad shape can sometimes be much more effectively spent than a larger funding amount towards a road that has already failed.
The roads to be included in the project are as follows:
El Centro Avenue, from Big Ranch Road to Napa City Limits (0.51 miles) (PCI 36)
Orchard Avenue, from Dry Creek Road to Napa City Limits (0.98 miles) (PCI 12)
Salvador Avenue, from Big Ranch Road to Napa City Limits (0.53 miles) (PCI 35)
Solano Avenue, from West Oak Knoll to Napa City Limits (0.6 miles) (PCI 21, varies)
Sunnydale Drive, from Salvador Avenue to End (0.15 miles) (PCI 13)
There is also a paved section of the Napa Valley Vine Trail, from Yountville Town Limits to Napa City Limits (3.75 miles) that will be included as part of the project due to proximity to the road work and need for maintenance.
Total Miles: 6.52 miles
In Fiscal year 2020, the road rehabilitation for El Centro Avenue (Project 20034, “El Centro Paving Project,” RDS 20-23) and Salvador Avenue (Project 20033, “Salvador Paving Project,” RDS 20-22) were created. The road rehabilitation work was planned to occur in the Summer 2020, however, was deferred based on workload due to the LNU and Glass fires. The project has since expanded to include the nearby roads and trails listed above. The Napa Valley Vine Trail Repair will be funded by ACO, and the roads will be funded by Measure T. Project 20033 and 20034 will be closed and remaining funds returned to M-T SRF.
The requested funding for this roadway project is for project design. Construction is planned for Summer of 2024.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $200,000 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) (M-T SRF) offset by use of its available fund balance to transfer to Project 24025; and
b. Creation of a new project for the “South County Paving Project,” RDS 24-03 (Fund 2040, Sub-Division 2040500, Project 24025) and increase appropriations for Engineer Services by $200,000 (Fund 2040, Sub-Division 2040500, Project 24025, Account 52145) offset by a transfer-in revenue from M-T SRF.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
