BACKGROUND

Napa County and the City of Napa (City) are planning to partner in a project to pave Trancas Street from Jefferson Street to the Caltrans limits of State Highway 121 south of Monticello Road. The County’s portion of Trancas Street begins on the east side of the Trancas Street bridge over the Napa River, which is just east of Old Soscol Avenue, and spans 0.65± miles to the “Y” intersection connecting to State Highway 121. County staff recommend partnering with the City to enter into a reimbursement agreement designating the City as the agency in responsible charge of advertising and administering the construction contract. The City would also be responsible for administering the design of the County’s portion of work and providing construction inspection. The County would be responsible for reimbursing the City for the costs of construction improvements and staff time.
The proposed budget appropriation is for the County’s project administration costs as well as costs to perform geotechnical exploration and permits that may be required. The total estimated project cost is $1,500,000 using SB-1 funding. The County plans to have our portion of work incorporated into the City’s project by means of two bid alternates, due to limited funding available for these improvements. Bid alternate #1 would span from the east side of the Trancas Street bridge over the Napa River to the west side of the signaled intersection with Silverado Trail. Bid alternate #2 would span from the signalized intersection to the “Y” intersection with State Highway 121.

Because the County’s portion of the project is within the Napa River regulatory floodway, a mill and fill pavement treatment is required to ensure project improvements do not increase the existing elevation of the road. This project is scheduled for construction later this summer and the Public Works staff will return to the Board in June to request approval of the reimbursement agreement with the City as well as a budget amendment to appropriate funding for construction improvements.
Requested Actions:
     1. Approval of a Budget Amendment for the following (4/5 vote is required):
          a. Increase Transfer Out appropriations by $40,000 in the SB-1 Non-Operating Special Revenue Fund (SB-1) (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to be transferred to Project 25047; and
          b. Create a new Project 25047 for the “Trancas Street Paving” and increase Engineering Services appropriations by $31,000 and Consultant Services appropriations by $9,000 in Project 25047 (Fund 2040, Sub-Division 2040500, Project 25047, Accounts 52145 and 52310) offset by transfer-in revenue from SB-1.

Discretionary Justification:

Although the Capital Improvement Plan had scheduled paving improvements on Trancas Street to take place in 2029, partnering with the City of Napa will minimize construction impacts to traffic and will ultimately reduce costs for the County (economy of scale bidding).

Future fiscal impact:

Construction is estimated to begin and be completed in fiscal year 2025-26.

Consequences if not approved:

If the County postpones this project until 2029, the costs for design and construction improvements will be greater since the project length is less than one (1) mile. It would also have a greater impact on residents and visitors, as they will be subject to construction improvements on this street twice in the span of a couple of years.

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
