BACKGROUND

Following the 2017 wildfires, a substantial volume of debris from Napa and Sonoma counties was disposed of at Clover Flat Landfill (CFL). At that time, Agency revenues were directly tied to disposal volumes, resulting in the accumulation of funds in excess of those required for ongoing operations. The Agency Board subsequently expressed its intent to reinvest these excess funds into the community, assisting its member jurisdictions through projects that advance the Agency’s mission. To facilitate this effort, the Board authorized the issuance of a Notice of Funds Availability (NOFA), distributed to all member agencies on February 10, 2020, and again on June 23, 2025.

As these funds were generated from ratepayers within the Agency’s jurisdiction, all proposed projects must be located within UVA boundaries and be consistent with the Agency’s mission. The Town of Yountville’s submittal is being considered as part of this ongoing funding program.

The Town of Yountville proposes to purchase enclosures for recycling, compost and trash carts for three (3) locations, with signage, as well as an outdoor water refill station. These purchases will improve access and guidance for proper waste sorting and will help to combat the use of single-use plastics.

The submittal is attached for the Board's review. The project meets the criteria for award and, in the opinion of the Agency Manager, is beneficial to the community and meets the mission of the Agency. The Board retains the absolute discretion to award funds for the project or not, and can choose to award none, some, or all of the funds requested. Should the Board choose to award a project, the approved amount in the budget will be "designated" such that the funds cannot be used for other purposes. The member will perform the project, produce signage proofs for approval prior to dispatching signage, and present documentation to the Agency Manager that the funds have been spent in accordance with their proposal.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. The project will not impact an environmental resource of hazardous or critical concern, has no cumulative impact, there is no reasonable possibility that the activity may have a significant effect on the environment due to unusual circumstances, will not result in damage to scenic resources, is not located on a list of hazardous waste sites, cause substantial adverse change in the significance of a historical resource or extract groundwater in excess of the Phase 1 groundwater extraction standards as set by the Department of Public Works. [See Class 3 (“New Construction or Conversion of Small Structures”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15303; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
