Approve and authorize Amendment No. 2 to Agreement No. 230361B with J.F. Brennan Company to increase the maximum compensation from $70,000 to $290,000 for maintenance, inspection, and repairs for the culverts and flap gates located on Milton Road and the Lake Marie reservoir located in the Skyline Wilderness Area. BACKGROUND
On February 7, 2020, the County Executive Officer/Purchasing Agent signed a contract 200250C with Harbor Offshore for services related to the inspection and maintenance of certain county owned flap gates. The contractor specialized in providing these services at locations that could not be inspected by County staff due to water levels and typically required a dive team. Harbor Offshore was acquired by J. F. Brennan Company, Inc. on April 19, 2022. Therefore, staff recommended that a new contract with J.F. Brennan be approved to maintain the ability for the County to accomplish these specialized tasks. This contract was approved by the Board on March 14, 2023. On June 24, 2025, amendment number 1 was signed by the board to increase funds in order for J.F. Brennan to continue providing their services.
Napa County is in need of continued inspection and maintenance services of certain culverts and flap gates around the County, specifically the culvert and flap gates located on Milton Road that require a dive team due to infrastructure being submerged.
Additionally, Napa County purchased Skyline Park during fiscal year 2024-25, upon which the County then became responsible for maintenance and operation of Lake Marie Reservoir, which is located within the newly acquired property. To maintain the reservoir the County, needs additional specialized diving services related to inspection, maintenance, and repairs of the Lake Marie reservoir and its infrastructure.
The contractor has provided excellent and responsive services to date and County staff recommend continued use of this specialty contractor.
