Director of Public Works requests approval of the following actions regarding the purchase of paint sprayer:
1. Approval of a Budget Transfer increasing appropriations in the Equipment Replacement - Roads (Fund 4100, Org 4101000) budget offset by use of available fund balance (4/5 Vote Required); and
2. Establishment of one (1) capital asset in the amount of $5,458.

EXECUTIVE SUMMARY
Today’s action will authorize a Budget Transfer to increase appropriation in the Equipment Replacement - Roads (Fund 4100, Org 4101000) budget off set by use of available fund balance. Additionally, approval of today’s action will revise the Schedule of Approved Capital Assets for the purchase of one (1) paint sprayer, increasing the total appropriation for Equipment Replacement - Roads budget from $60,000 to $65,458.
The paint sprayer will be a portable, standalone piece of equipment that can be easily transported from one project location to another. This will better enable the Roads division to keep up on paint maintenance of stop bars, crosswalks, and other traffic markers in accordance with the Federal Highway Administration’s Manual on Uniform Traffic Control Devices for Streets and Highways. The continuous painting of the County’s traffic markers on County roads is a matter of public safety for both residents and visitors alike.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

The Roads Superintendent has identified the need for the Roads division to purchase a portable paint sprayer in order to maintain the paint of County traffic markers. The paint sprayer will be a portable, standalone piece of equipment that can be easily transported from one project location to another. This will better enable the Roads division to keep up on paint maintenance of stop bars, crosswalks, and other traffic markers in accordance with the Federal Highway Administration’s Manual on Uniform Traffic Control Devices for Streets and Highways. Additionally, approval of today’s action will revise the Schedule of Approved Capital Assets adding the paint sprayer and increasing the total appropriation for Equipment Replacement - Roads budget from $60,000 to $65,458.
This action will allow the Roads Department to repaint smaller areas that need immediate attention and are not cost effective for a contract with an outside vendor. Longer runs are generally contracted out either through the annual maintenance program on via specific project contracts.
