Director of Public Works requests the following actions (4/5 vote required):
1. Adoption of two Resolutions authorizing the Director of Public Works to submit the following Program Supplement Agreements to the California Department of Transportation (Caltrans) and to take related actions to secure and implement grant funding for local transportation projects:
a. Program Supplemental Agreement with Caltrans for Federal-Aid Project No. F062 (Guardrails); and
b. Program Supplemental Agreement with Caltrans for State-Aid Project No. 00000A318 (Intersections);
2. Change “HSIP Cycle 11” project name (Fund 2040, Sub-Division 2040500, Project 22042) to “HSIP Cycle 11 Guardrails” project;
3. Approval to create a new Roads Capital Improvement Project for HSIP Cycle 11 Intersection Improvements Project (Fund 2040, Sub-Division 2040500, Project 24015); and
4. Approval of Budget Amendment for the following:
a. Increase Transfer Out appropriations by $150,000 in the SB-1 Non-Operating Special Revenue (SB-1) Fund (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to be transferred to Project 22042;
b. Increase Construction Services appropriations by $150,000 in Project 22042 (Fund 2040, Sub-Division 2040500, Account 52360) budget offset by transfer in revenue from the SB-1 budget;
c. Increase Transfer Out appropriations by $300,000 in SB-1 (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to be transferred to Project 24015; and
d. Increase Construction Services appropriations by $300,000 in Project 24015 (Fund 2040, Sub-Division 2040500, Account 52360) budget offset by transfer in revenue from the SB-1 budget.

EXECUTIVE SUMMARY

The two Program Supplemental Agreements submitted by the Director of Public Works to Caltrans will establish a mechanism by which Caltrans can reimburse the County with Federal and State funding. Napa County is a recipient of the Highway Safety Improvement Projects (HSIP) Cycle 11 grant for two projects. The HSIP Cycle 11 Guardrail project includes guardrail replacement along Silverado Trail, Petrified Forest Road, Deer Park Road, Howell Mountain Road, and Tubbs Lane.  The HSIP Cycle 11 Intersection Improvements project will take place on Silverado Trail at the intersection with Oak Knoll Avenue, Zinfandel Lane, and the “Strawberry Patch”.
Public Works staff is requesting the creation of these Capital Improvement Projects, budget adjustments to fund preliminary engineering, and approval of the Program Supplemental Agreements between Napa County and Caltrans. Both projects are 90% reimbursable through the grant and could provide up to $1,000,000 of guardrail improvements for Napa County.

A budget transfer is requested from SB-1 to Roads CIP until reimbursement of Federal and State Funds are received from Caltrans. Caltrans will provide a 90% match for both projects, and up to $1,000,000 in funding for the guardrail project. SB-1 will supplement the other 10% for both projects. Upon project closeout, reimbursed funds will be returned to SB-1.

Discretionary Justification:

Grant funding will provide reimbursable federal funding to upgrade 1.1 miles of guardrails throughout Napa County. Grant funding will also provide reimbursable state funding to improve three (3) intersections on Silverado Trail. These improvements are necessary to improve safety for road users.

Future fiscal impact:

Construction funds will be requested in 2025, once a Request for Authorization to Proceed with Construction for the HSIP Cycle 11 projects are authorized by Caltrans.

Consequences if not approved:

Napa County will not be able to request federal funds for transportation projects that are eligible. If the Program Supplemental Agreements are not approved, federal and state funding will not finance transportation projects that are eligible. Additionally, the guardrail safety improvement and Silverado Trail intersection improvements projects will not move forward.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

The Highway Safety Improvement Program (HSIP) was created for the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads. County staff worked with Willdan Engineering to determine a list of safety projects identified in the County’s Local Roadway Safety Plan (LRSP). The two most competitive safety projects for the HSIP Cycle 11 applications were intersection improvements on Silverado Trail and upgrading several guardrail segments throughout the Napa Valley. Both applications, for the intersection improvements and the guardrails, were selected for funding, but will receive state funding and federal funding, respectively.
The intersection improvements on Silverado Trail at Oak Knoll Avenue, Zinfandel Lane, and at the Strawberry Patch (approximately 0.40 miles north of the Silverado Trail and Trancas Street intersection), were awarded in March 2023 and the Program Supplement Agreement was initiated by Caltrans on October 16, 2023. The County will use Design and Engineering funding to hire a consultant to prepare the Plans and Specifications, and associated documentation required by Caltrans. The intersection improvements strive to meet the HSIP goal of significant reduction in traffic-related fatalities on Silverado Trail at the above mentioned intersections.
The guardrail upgrades will occur to five sections on Deer Park Road, four sections on Silverado Trail, two sections on Tubbs Lane, one section on Petrified Forest Road, and one section on Howell Mountain Road. The above-mentioned locations currently contain non-standard guardrails, in which material, length, thickness, and other factors in guardrail safety have changed since their original installation. The purpose of the HSIP Cycle 11 Guardrail project is to bring 13 existing sections of guardrails up to current Caltrans standard and work toward the HSIP goal of a significant reduction in fatalities and serious injuries on public roads.
The Program Supplement Agreements issued for the HSIP Cycle 11 projects identify the project, type of work, estimated cost (for preliminary engineering phase), type of funding (federal or state), and local funding match contribution. In the past, Napa County has received federal and state grant funding from Caltrans through HSIP. The County recently constructed the state funded HSIP Cycle 10 guardrail project in 2022 and will complete the striping project in the fall of 2023. The HSIP Cycle 11 projects are anticipated to be designed in 2024 and constructed in 2025.
