title

Monthly Report from California Human Development Corporation (CHDC).

body

BACKGROUND

The Napa County Housing Authority contracts with California Human Development Corporation (CHDC), a non-profit organization, to provide day to day services at each of the three (3) county-owned farmworker centers (Centers). Each of the Centers has a maximum occupancy of 60 lodgers and are open a maximum of 330 in a calendar year. CHDC staff are responsible for lodger agreements, collecting and depositing rent, conducting general maintenance, cleaning, cooking, and marketing for example.

The purpose of this report is for the CHDC Housing Director to provide an overview of property management activities from July 1, 2026, to present. The report is intended as informational to support discussion, planning, and recommendations from commissioners to CHDC. Attached is CHDC’s monthly occupancy report, which highlights occupancy trends year over year, and current fiscal year occupancy rates and rent revenues.

For context, the occupancy report includes reference to “bed nights” which equates to one lodger sleeping in a bed for one single night. For current fiscal year, CHDC’s contractional obligation is to provide a total of 59,400 bed nights (“Scheduled Capacity - Nights”) across the Centers or 19,800 bed nights per Center (60 lodgers x 330 days of operation).

The Centers are required to meet an occupancy rate of 95%. Therefore, CHDC’s target for current fiscal year is 56,430 bed nights or 18,810 bed nights per Center (“Monthly Projected Nights”). Below is a breakdown of occupancy rates for the month of August 2026 (Monthly Actual Nights/Scheduled Capacity-Nights).

Calistoga Center - 97% Occupancy Rate

Mondavi Center - 90% Occupancy Rate

River Ranch Center - 86% Occupancy Rate

Total (All Centers) - 91% Occupancy Rate
