SUBJECT: Capital Asset Purchases - HP L365 Printer, Flatbed Application Table

RECOMMENDATION

Director of Emergency Services and Public Works Director request the following Budget Adjustments to purchase an HP L365 Printer and a Flatbed Applicant Table for a total cost of $35,505 partially offset by the 2019 Homeland Security Grant Program (4/5 vote required):
1. Increasing capital assets appropriations in the Emergency Services Grants budget (Fund 1000, Org 1024005) with offsetting revenues from Roads Operations (Fund 2040, Org 2040000) by $5,525 and also by decreasing other objects within its own budget by $14,431 and establishment of capital asset in the amount of $19,956 in Org 1024005 for the purchase of an HP L365 Printer and associated items; and
2. Increasing capital assets appropriations in the Roads Operations budget by $15,549 with the use of its available fund balance and establishment of capital asset in the amount of $15,549 in Org 2040000 for the purchase of a CWT 1428 Flatbed application table and associated items.

EXECUTIVE SUMMARY
The Board previously approved acceptance of the federally funded FY19 Homeland Security Grant Program (HSGP) for the period of September 1, 2019- May 31, 2022. This item allows use of some of those funds, combined with Roads Department funding, for the purchase of an HP L365 Printer and CWT Flatbed application table to be utilized by the Roads Division. These units can be used for quickly printing signs in an emergency situation to facilitate public communication and signing of hazardous areas or evacuation routes.

The purchase of the HP L365 Printer will strengthen the County’s response to local disasters by providing signage appropriate for any defined disaster. The ease of use and availability of the printer will aid the Roads Division in providing necessary disaster response items to the Office of Emergency Services. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The Board previously approved acceptance of the federally funded FY19 Homeland Security Grant Program (HSGP) for the period of September 1, 2019- May 31, 2022.
As required in the Cal OES FY2019 HSGP grant guidance, the proposed expenditure plan was developed in consultation with the Approval Authority Body (“Gang of 5”) composed of the Napa County Sheriff, the County Public Health Officer, the Napa County Fire Chief, the City of Napa Fire Chief, and the City of Napa Police Chief. The plan included $7,907 from minor equipment/small tools and $6,524 from Grant Management and Support. To date a project balance of $14,431 remains. The Office of Emergency Services proposes using the remaining balance of $14,431 to purchase an HP L365 printer to be housed with the Roads Department. This printer will assist the Roads Department in helping the Office of Emergency Services print signs during natural disasters in Napa County. Having the availability to print signage that has language to support current disasters in Napa County is a valuable asset to the overall goal in Homeland Security Grants Program to building resilient communities, which is part of FEMA’s National Preparedness Goals.
In addition, this printer will assist the Road Division in making all different sizes, types and multicolored signs as well as Napa County logos for vehicles and other applications. This printer and associated hardware will give the Road Division sign shop the ability to make signs efficiently in emergency and non-emergency situations for OES, Sheriff’s Office, Building Maintenance and for other departments that the Road Department currently does not have the capability to do. Having the capability to perform this service will save hundreds of dollars per sign as well as cut the waiting time that a private shop would require to produce a sign. Utilizing this printer will increase the efficiency and give the Road Division the flexibility of making signs that the Road Division currently does not have the ability to do, saving staff time across multiple departments.
