BACKGROUND

The County’s contract with LAFCO stipulates that LAFCO agency staff are considered County employees for the purposes of salary and benefits. Historically, the LAFCO Executive Officer salary has been determined through the County’s management compensation practice of internally aligning the classification salary at ten percent (10%) above the Staff Services Manager classification. To ensure both competitiveness and to recognize the increased complexity in the scope of work done by the LAFCO Executive Officer, the LAFCO Commission requested Human Resources review this management classification’s salary and salary setting methodology. Human Resources has determined that internally aligning the classification salary with the Planning Manager classification is appropriate based on position requirements. This request increases the top step of the LAFCO Executive Officer hourly salary rate from $79.48 to $86.88, effective April 27, 2024.

Discretionary Justification:

Internal alignment with the Planning Manager for salary setting purposes is appropriate.

Future fiscal impact:

The increased cost of salary and benefits for the remainder of the fiscal year is approximately $3,174 and $20,000 annually. The annualized cost of salary and benefits is approximately $242,152 and will be budgeted for accordingly.

Consequences if not approved:

The classification will not be appropriately compensated for the duties performed.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
