Approve and authorize Memorandum of Understanding (MOU) No. A-8686B with the Napa Valley Unified School District (NVUSD) for Probation to assign officers to supervise and support the academic success of youth on probation and provide community-based services.

BACKGROUND
Probation Officers have strong presence at the local high schools to meet with their assigned youth and support their case plans. The MOU allows collaboration and partnership to implement a program and service designed to reduce youth involvement in the justice system. This school-based probation program assigns probation officers to schools to supervise youth on probation, and to work with schools and communities to support youth and their families.
Services include, but are not limited to providing information about Juvenile Probation services to school officials; meet with juvenile probationers during school hours; monitor and support students’ academic and behavioral progress; co-facilitate prevention groups with NVUSD staff; and provide presentations for the purpose of education and prevention at school sites. The objective of services is to increase the opportunity for the probationers and /or at risk youth to achieve academic success, and to empower and support parents to become the primary change agent for their children.
Requested Action:
Approve and authorize Memorandum of Understanding (MOU) No. A-8686B effective November 15, 2024, with the Napa Valley Unified School District (NVUSD) for Probation to assign officers to supervise and support the academic success of youth on probation and provide community-based services.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
