BACKGROUND

Community Action Boards were established under the 1964 Economic Opportunity Act and the Community Services Block Grant Act of 1981. The federal Community Services Block Grant (CSBG) funds local Community Action Agencies (CAAs) to carry out a variety of activities designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals to become self-sufficient. 
The Napa County Council for Economic Opportunity (NCCEO) was established under the Economic Opportunity Act of 1964 and incorporated as a non-profit organization and registered with the state of California on April 26, 1965, to receive and administer federal funds locally for programs to combat poverty.  Over time, the economic opportunity councils evolved into community action agencies. NCCEO was renamed the Community Action of Napa Valley (CANV) and established as a private nonprofit organization by the Board of Supervisors in 1987. CANV was registered as a successor agency to NCCEO with the State of California on September 13, 2001.
In accordance with both Acts referenced above, Community Action of Napa Valley's basic purpose is to stimulate an effective concentration of all available local, state, private and federal resources to empower families and individuals of all ages to attain the skills, knowledge and motivation to secure the opportunities needed for them to become fully self-sufficient. CANV is required under federal and state law to have tripartite boards of directors in order to be eligible to receive block grants. CANV has a twelve-person tri-partite Board of Directors. One third of the Directors represent the public sector of Napa County, one third represent the perspectives of low-income residents of Napa County, and one third represent the private sector of Napa County.  The public sector representation shall be elected public officials or their representatives. The Napa County Board of Supervisors has historically appointed two public sector representatives to the CANV Board of Directors.  There has been difficulty in filling the Napa County seats on the CANV Board. CANV requests the Board of Supervisors consider adopting an appointment process which would ensure uninterrupted representation of the Napa County Board of Supervisors on the CANV Board of Directors.  This issue has been discussed with CANV, County Counsel, the HHSA Director and the HHS Director and there is agreement in adopting this process.

Based upon these discussions, it is recommended that the Board of Supervisors appoint the Director of the Health and Human Services Agency or the Director’s Designee and the Director of Housing and Homeless Services or the Director’s Designee as the representatives for the Board of Supervisors to the CANV Board of Directors.  Further, it is recommended that the Board of Supervisors authorize the HHSA and HHS Directors to designate staff to serve on the CANV Board for two-year terms should the directors choose not to serve directly on the CANV Board.  Each director will advise the Clerk of the Board of whether they or a designated agency staff will be representing the Board of Supervisors for each two-year term.

Requested Action:
1.  Adopt a Resolution to:
  a.  appoint the Director of Health and Human Services Agency as the Board of Supervisors’ representative on the Community Action Napa Valley Board of Directors for an initial and each subsequent two-year term.
  b.  appoint the Director of Housing and Homeless Services as the Board of Supervisors’ representative on the Community Action Napa Valley Board of Directors for an initial and each subsequent two-year term.
  c.  authorize the Directors of HHSA and HHS to designate management staff to serve instead of the respective director on the Community Action of Napa Valley Board of Directors.
