BACKGROUND

On May 29, 2024, Assistant Public Works Superintendent was issued a new Ford F250 truck, unit 239.  The replacement vehicle is still in use in the Roads Equipment Fleet.  The new F250 did not come equipped with a radio. Motorola Two-Way All-Band radio enables first responders to use a single mobile radio to exchange critical voice and data communications with multiple agencies and jurisdictions operating on different radio bands.  There are several remote locations in the county where cellular signals are not available, nor does cellular technology allow for effective, multi-agency communication. A radio in the vehicle is necessary to coordinate daily operations and is critical during road and county related emergencies.  Coordinated efforts to respond to emergencies and manage daily road operations would be greatly hampered without an effective communication device.

Requested Actions:

1.                     Establishment of capital asset in the amount of $7,400 for Motorola Two-Way All-Band radio;

2.                     Approve a Budget Amendment increasing Equipment appropriations in Roads Operation Budget (Fund 2040, Sub-Division 2040000, Account 55400) by $7,400 for the purchase of a Motorola Two-Way All Band radio offset by a decrease of $7,400 in Maintenance Equipment account within the Roads Operations budget (Fund 2040, Sub-Division 2040000, Account 52500); and

3.                     A waiver of competitive bidding requirement and sole source award to Motorola Solutions in the amount of $7,400.

Discretionary Justification:

Approval of the purchase will allow Assistant Superintendent of Public Works to effectively communicate for roads and emergency operations.

Future maintenance costs of Motorola Two-Way All-Band radio will be budgeted accordingly.

Consequences if not approved:

Coordinated efforts during normal and emergency Road’s operations will be hampered without this Motorola Two-Way All-Band radio.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Cod of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
