BACKGROUND
Napa County Animal Shelter is built to serve the community and its domestic animals by providing programs and services to support Napa County residents and their pets. It also serves as the Shelter for the cities of American Canyon and Napa and the Town of Yountville. The Shelter takes in an average of 2,300 animals a year. The facility functions well, however, as animal populations grow, sufficient space is becoming an issue. On February 25, 2025, the Board of Supervisors received a presentation covering the "Five Year Capital Improvement Plan; Fiscal Years 2025-26 to 2029-30," which included this project to repair roof leaks and heating, ventilation, and air conditioning (HVAC) units that are past their useful life in Fiscal Year 2025-26.
The project is estimated to begin design in the Fall of 2025 and be completed in 2026; construction may carry over into Fiscal Year 2026-27. On June 24, 2025, the Board of Supervisors approved an authorization of $300,000 to create the project and provide starter funds for design.
The current requested funding is to complete the project design phase. The YEI Engineers, Inc. maximum compensation includes a $50,000 allowance for unforeseen issues requiring additional design services. Staff anticipates returning to the Board of Supervisors at a later date for approval of the Plans and Specifications, request for authorization to advertise for bids, and to provide an estimated project cost.
Requested Actions:
1. Approve and authorize Agreement No. 260111B with YEI Engineers Inc. for engineering and related services for a maximum compensation of $452,682; and
2. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $200,000 in the Capital Improvement Projects Fund (Fund 3000, Sub-Division 3000000, Account 56100) (CIF) offset by use of its available fund balance to transfer to Project 25043 and increase its Transfers In revenues (Fund 5040, Sub-Division 5040500, Project 25043, Account 48200); and
b. Increase Engineer Services appropriations by $200,000 in Project 25043 budget (Fund 5040, Sub-Division 5040500, Project 25043, Account 52145) offset by a Transfers In revenue from the Capital Improvement Projects Fund.
