BACKGROUND

California Health and Safety Code section 130290 established the California Health and Human Services Data Exchange Framework (DxF) to enable the secure, real-time exchange of health and social services information among specified entities in California, as required by state law.
The DxF is implemented through a Single Data Sharing Agreement and statewide policies and procedures that establish the legal, operational and technical requirements for participation in and exchange of health and social services information among health care and government entities. Participation in the DxF is intended to improve care coordination, strengthen referrals and service continuity, reduce fragmentation across systems and support more timely, safe and effective whole-person care.
Participation in the DxF through the Single Data Sharing Agreement supports HHSA Behavioral Health’s compliance with state requirements for secure, real-time data exchange with Medi-Cal managed care plans and other Medi-Cal partners by January 1, 2027. HHSA Behavioral Health will use the existing CalMHSA-supported infrastructure to begin participation, with additional divisions to be added as they become operationally ready for electronic data exchange.

1. Approve and authorize a resolution allowing HHSA Director of to enter into the California Health and Human Services Data Exchange Framework (DxF) and submit the Single Data Sharing Agreement through the State’s signing portal.
