Director of Public Works requests the following:

1.                     Award of the contract for the Airport Blvd. Road Rehabilitation Project, RDS 20-14 to Granite Construction Company of Ukiah, California for their low base bid of $3,435,121.90 and authorization for the Chair to sign the construction contract; and

2.                     Approval of a Budget Transfer for the following (4/5 vote required):

EXECUTIVE SUMMARY

The Airport Blvd. Road Rehabilitation Project, RDS 20-14 (Project) will rehabilitate the asphalt roadway along the full length of Airport Boulevard, from the railroad tracks to State Route 29. The full-depth reclamation project will improve and maintain the road surface and substructure. 

On March 3, 2021, the Board of Supervisors (Board) approved plans and specifications for the project and authorized the advertisement of the project.  Bids were opened on June 10, 2021, with the successful low bidder being Granite Construction Company of Ukiah, California. Therefore, Public Works is requesting the Board of Supervisors (Board) award a construction contract to Granite Construction Company for their low bid of $3,435,121.90.  Additionally, Public Works requests the Board approve the proposed budget transfer from the Measure T available fund balance to fully fund the Project.

On December 17, 2019, the Board of Supervisors (Board) approved a Budget Transfer of $150,000, another $222,625 on May 12, 2020, and another $153,374 on September 1, 2020, from the Measure T Non-Operating Special Revenue Funds Airport Boulevard Project to the Roads Capital Improvement CIP budget - Fund 2040, Subdivision 2040500, Program 20032. Additional funds of $3,867,123 are requested at this time from Measure T Non-Operating Revenue Funds to the Roads Capital Improvement CIP budget - Fund 2040, Subdivision 2040500, Program 20032.

The proposed project will improve the road surfacing on Airport Boulevard. The requested approvals will allow for the construction phase of the project.

Remaining budget from Fiscal Year 2020-2021 will be carried over to the Fiscal Year 2021-2022 budget.

Consequences if not approved:

If not approved, the proposed project will not be completed and the condition of the existing pavement will continue to deteriorate resulting in escalating additional maintenance costs.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION:  It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

 

BACKGROUND AND DISCUSSION

The Airport Boulevard Road Rehabilitation Project, RDS 20-14 will install new hot mix asphalt surfacing over a full-depth reclamation treatment on Airport Boulevard between State Route 29 and the Napa Airport parcel. The road is now in poor condition, with a pavement condition index (PCI) of 32. Airport Boulevard has extensive amounts of distress affecting the speed and flow of traffic. The Project will result in safer travel ways for the public and increased road durability to meet the continually increased traffic demand of the road. The Project will improve the PCI of Airport Boulevard to 100, with a renewed life span of 20 years.  In addition to the pavement rehabilitation, the project also includes traffic signal modifications at Airport and Devlin intersection to upgrade the inductive loop detectors to video detection, install a new GPS unit in controller cabinet, and to upgrade pedestrian signal heads to countdown type. The project also includes upgrading non ADA-compliant curb ramps and sidewalk along Airport Boulevard to current ADA standards.

On December 17, 2019, the Board of Supervisors (Board) approved funds to initiate design, then additional funds on May 12, 2020, for the railroad crossing replacement (which has already been completed), and additional funds on September 1, 2020, to complete design. On March 2, 2021, the Board approved advertisement of plans and specifications for the project.

The lowest responsive base bid of $3,435,121.90 is from Granite Construction Company of Ukiah, CA. The total project budget, with the addition of construction management and contingency, is $4,775,524. Approval of the requested actions today will initiate construction. Construction is estimated to begin in July, 2021, and extend to the end of the 2021 calendar year.

Granite Construction Company is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. Staff also sent "Notices to Contractors" to the local construction community. Once the construction contract is awarded the County will contact the Napa County Workforce Investment Board (WIB) and require the successful contractor to contact the WIB and let the WIB know of its hiring needs.

To fund the remaining Project costs through construction, including an allowance for County staff time, staff is requesting the proposed budget transfer of $3,867,123 from the Measure T Special Revenue Fund.
