body
BACKGROUND
Welfare and Institutions Code Section 14087.54 authorizes the implementation of a county organized health system. Partnership Health Plan of California Commission (Commission) is a multi-county commission that has created a Medi-Cal managed health care plan for Medi-Cal recipients. Napa County has participated in the Commission since 1994. The Commission is expanding to include new Counties in 2024. Currently, the Commission serves 14 Northern California Counties, including; Del Norte, Humboldt, Lake, Lassen, Marin, Mendocino, Modoc, Napa, Shasta Siskiyou, Solano, Sonoma, Trinity, and Yolo. Beginning in 2024 the Commission will include ten new counties; Butte, Colusa, Glenn, Nevada, Placer, Plumas, Sierra, Sutter, Tehama, and Yuba. With the addition of ten Counties, the number of members serving on the Commission must be recalculated to ensure the Commission is a reasonable size. The recalculation is based on the Commission’s Bylaws and the Medi-Cal population across the new 24 member counties. This recalculation reduces Napa’s membership on the Commission from two members to one. The other requested Ordinance amendments are to ensure consistency among Commission member Counties.
On December 19, 2023, the Board of Supervisors announced an Ordinance concerning Welfare and Institutions Code Section 14087.54 which authorizes the implementation of a county organized health system. Partnership Health Plan of California Commission (Commission) is a multi-county commission that has created a Medi-Cal managed health care plan for Medi-Cal recipients. Napa County has participated in the Commission since 1994. The Commission is expanding to include ten new County members in 2024. The addition of these new member Counties requires a recalculation of Commission membership and will reduce Napa’s seats on the Commission from two to one. The additional changes to the ordinance are intended to create clarity and consistency among all Commission member Counties. After discussion, the Board unanimously passed a motion of intent to adopt the Ordinance. The Ordinance has now returned to the Board for formal adoption. Per Napa County Policy Manual Part I, Section 8, unanimous vote is required.
Recommendation: Staff and County Counsel recommend adoption of the Ordinance.
