EXECUTIVE SUMMARY

The Napa County Library received grant funding in the amount $98,369 from the California State Library to implement its Adult Literacy and Family Literacy program. Today, the Library is requesting Board acceptance of these funds from the State of California Literacy grants. Approval will enable the library to continue to provide Literacy services at its current level. The funds will support programs, projects, services, and supplies offered to the community by the Napa County Library.

Approval of the requested action will enable the funds to be expended to support the Adult and Family Literacy programs.

Is the general fund affected?

No

Future fiscal impact:

CLLS funding is to be expended by December 31, 2024. Any remaining funds from FY 23-24 will be utilized in FY 24-25.

Consequences if not approved:

If the requested action is not approved, the library will not be able to accept the funds, nor make purchases to support the Adult, and Family Literacy programs.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

On October 25, 2023, the Napa County Library received a check from the California State Library in the amount of $98,369 for the Adult Literacy and Family Literacy program. Per the CLLS grant terms, the Board must grant the authority to enter into an agreement, therefore the Director of Library Services and Community Outreach is requesting authorization to accept funds from the CLLS Literacy and Family Literacy grants.
Participating libraries provide free adult and family literacy services for English language learners. The Adult Literacy and Family Literacy Programs are funded through state grants, requiring matching funds from Napa County Library to operate. Napa County Library absorbs the cost for the Literacy staff, thus meeting the State's requirement. The grant funds will support programs, projects, services, and supplies offered to the community for literacy programs at the Napa County Library.
