Approve and authorize Amendment No. 1 to Agreement No. 190019B with M. Susan Haun, MA, dba Strategies by Design, to increase the contract maximum by $41,600 for a new contract maximum of $114,400 and extend the term by two years for a new term date of June 30, 2027 to provide program monitoring, data collection instruments, and semi-annual evaluation activity reporting for County’s Tobacco Control Program (Fiscal Impact: $114,400 Expense; Health and Human Services Agency Fund; Budgeted; Mandatory).

BACKGROUND

The California Department of Public Health (CDPH) is responsible for supporting a statewide tobacco control program and provides funding for 61 Local Lead Agencies (LLA), including Napa County. CDPH extended the California Tobacco Prevention Program (CTPP) revenue and workplan for an additional two years, with the closing date transitioning from June 30, 2025 to June 30, 2027.

To receive these funds, Napa County must certify each year that it will comply with the State's multi-year Comprehensive Tobacco Control Plan Guidelines. CDPH requires that each local health jurisdiction implement evaluation activities through a qualified evaluator.

In January 2022, Napa County entered into an agreement with M. Susan Haun, MA, dba Strategies by Design, to provide evaluation services to support implementation of the local Tobacco Control Program.  These services include development and review of data collection instruments, data collection, analysis, and semi-annual evaluation reporting.

This amendment satisfies CDPH’s requirement and extends the current evaluation agreement to align with extension of the CTPP workplan and allows for continuity of evaluation activities.


Requested action:
Approve and authorize Amendment No. 1 to Agreement No. 190019B with M. Susan Haun dba Strategies by Design, to increase the contract maximum by $41,600 for a new contract maximum of $114,400; extend the term through June 30, 2027; and replace Exhibit B (Compensation) to reflect the increased contract amount.

Future fiscal impact:

This Agreement expires June 30, 2027. Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If this Agreement is not approved, Napa County will be out of compliance with CTPP guidelines requiring an external evaluator and could potentially be required to return funding to the State of California.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
