BACKGROUND
During the design of the Cuttings Wharf Road Paving Project (RDS 25-22), County staff identified recycled water utility lids within the project limits and coordinated with Napa Sanitation District (NapaSan) to address potential conflicts. To protect infrastructure and maintain access, staff proposed that the County’s paving contractor complete the necessary utility lid adjustments, with NapaSan reimbursing associated costs.
Upon review of the County’s 5-Year Roads Work Plan, additional upcoming paving projects were identified that also include NapaSan utilities within the public right-of-way. To streamline coordination and reduce administrative burden, Napa County and NapaSan have developed a long-term agreement with no fixed end date. This agreement allows for utility adjustments to be completed either by the County’s contractor with reimbursement from NapaSan, or by NapaSan directly if deemed more cost-effective. NapaSan will also have the opportunity to review County plans and inspect work during construction.
This agreement is expected to improve project efficiency, reduce costs, and minimize disruptions by consolidating responsibilities under a single contractor and avoiding the need for separate traffic control, encroachment permits, and redundant design work. Final paving plans and project-specific scopes will continue to be brought before the Board for approval prior to bidding.
Requested Actions:
1. Approval of and authorization for the Chair to sign Agreement No. 260064B with the Napa Sanitation District, a California special District, for County reimbursement from Napa Sanitation for utility adjustment work on County paving projects.
