BACKGROUND
This project is to repair Partrick Road from address 1766 up the road for approximately 0.9 miles west to where the road narrows to a single lane. This part of Partrick Road is severely deteriorated with several slow-moving slides, deep cracks, and severely distressed pavement. The goal of this project is to improve the drivability and create a smoother ride as well as to improve long-term stability. This project will construct limited stitch pile retaining walls at the locations where the road has shown the most movement and a slide would cause the most damage and disruption. Pavement areas showing the most severe distress will be milled and filled with new asphalt, and the entire roadway will be covered with a pavement seal.
The road was selected based on its existing Pavement Condition Index (PCI), which is an overall measure of the condition of the road surface developed by the United Sates Army Corps of Engineers and later standardized by American Society for Testing and Materials (ASTM). The PCI shows a numerical index ranging from 0 to 100, with 100 being a best roadway condition that is anticipated to support 20 years of use. PCI for this segment of roadway is 29.
The requested funding for this roadway projects is for design and construction. Construction is planned for spring and summer of 2025. The Director of Public Works recommends approval to create Project 25015 and the Budget Amendment. Staff will return to the Board of Supervisors later for approval of the Plans and Specifications and for authorization to advertise for bids.
The Board approved $20 million from the Capital Improvements Fund (CIF) in 2021 to supplement other sources of funding for road repairs. Along with other projects planned for calendar year 2025 on Sunnyside Rd., Sanitarium Rd., Gordon Valley Rd., and South Kelly Rd., this will largely complete the use of those funds.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $1,000,000 in the Capital Improvement Projects Fund (Fund 3000, Subdivision 3000000, Account 56100) (CIP) offset by use of its available fund balance to transfer to Project 25015; and
b. Creation of a new Roads Capital Improvement Project for the “Upper Partrick Road Rehabilitation Project” PW 24-37 (Fund 2040, Subdivision 2040500, Project 25015) and increase Engineering Services appropriations by $1,000,000 (Fund 2040, Subdivision 2040500, Project 25015, Account 52145) offset by Transfers In revenue from CIP.
