BACKGROUND
Approval of Amendment No. 3 to Agreement No. 240001B will increase maximum compensation for non-routine services by $10,000 per fiscal year for the remainder of the contract term to address the increase in non-routine services requests from various County departments under this agreement.
Current fiscal year 25-26 maximum compensation will increase from $29,000 to $39,000 and the maximum compensation for optional automatic renewal fiscal years 26-27 and 27-28 will increase from $31,300 to $41,300.
On February 25, 2025, the Board approved Amendment No. 2 which increased maximum compensation for non-routine services by $50,000 for fiscal year 24-25 only. Portable restrooms at South Campus were needed until an on-going non-facility related sewer issue impacting use of restrooms was resolved. The total maximum compensation for fiscal year 24-25 increased to $79,000. There was not a change to total maximum compensation in future fiscal years of the agreement.
On January 9, 2024, the Board approved Amendment 1 to the agreement to update the scope of work to include two additional regular portable restrooms and one freestanding sink for the County Fire Training Grounds location. The total maximum compensation amount per fiscal year increased to $29,000 in fiscal year 23-24 through 25-26 and $31,300 in the optional additional fiscal years 26-27 and 27-28.
On June 13, 2023, the Board approved Napa County Agreement No. 240001B with United Site Services of California, Inc. Through a competitive Request for Proposal (RFP) process this company was selected by the panel to provide Napa County with sanitation services at various County locations effective July 1, 2023, with a maximum compensation amount of $24,400 per fiscal year in years 1-3, with the option for automatic renewal for years 4-5 with a maximum compensation amount of $26,800 per fiscal year.
United Site Services of California, Inc. is not a local vendor.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
