RECOMMENDATION
title
Approve and authorize Amendment No. 1 of Agreement No. 240159B with Signal 88, LLC for inmate watch security services. (Fiscal Impact: $130,000 Expense; General Fund; Budgeted; Discretionary)
body
BACKGROUND
The Napa County Department of Corrections and the Napa County Sheriff’s Office utilize vendor-provided inmate watch security guard services for jail pre-bookings and inmates requiring medical care at Queen of the Valley Medical Center and/or hospitals or medical facilities in Napa County and surrounding areas. Utilizing security guards for inmate watch services is more cost-effective than assigning Correctional Officers or Sheriff’s Deputies to perform these duties.
On September 18, 2023, the County Purchasing Agent signed Agreement No. 240159C with Signal 88, LLC, for inmate watch security services for Napa County Department of Corrections and Sheriff’s Office.
The Napa County Department of Corrections and Sheriff's Office would like to amend the contract to extend the term of the agreement, increase the hourly and overtime rates, and increase the maximum annual compensation to $130,000 for inmate watch services.
Requested Action:
Approve and authorize the Chair to sign Amendment No. 1 to Agreement No. 240103B with Signal 88, LLC to extend the agreement through June 30, 2029, and revise the compensation rates and maximum annual compensation.
FISCAL IMPACT
|
Is there a Fiscal Impact? |
Yes |
|
Is it currently budgeted? |
Yes |
|
Where is it budgeted? |
Corrections Budget (Org 1400001); Sheriff’s Budget (Org 1360000) |
|
Is it Mandatory or Discretionary? |
Discretionary |
|
Discretionary Justification: |
There is no mandate to utilize inmate watch security guard services. However, there is still a significant need for these services to provide inmate watch coverage for jail pre-bookings and inmates requiring medical care at Queen of the Valley Medical Center and other medical facilities in Napa County and surrounding areas. |
|
Is the general fund affected? |
Yes |
|
Future fiscal impact: |
Appropriations will be budgeted accordingly in future fiscal years. |
|
Consequences if not approved: |
If not approved, the Napa County Department of Corrections and Sheriff’s Office would have to use internal staff (Correctional Officers or Sheriff’s Deputies) to perform inmate watch services. Utilizing internal staff in place of third-party inmate watch services may increase overtime costs and reduce the availability of Correctional Officers and Sheriff’s Deputies for primary detention and public safety responsibilities. |
