BACKGROUND

Napa County Public Works’ Fleet Division has been providing as-needed, on-call vehicle maintenance and minor repair services to Napa County Office of Education (NCOE) for over a decade. Services typically include oil and other fluid changes and minor repairs, and NCOE has provided compensation to the County for those services. To date, this service has been done without an approved Professional Service Agreement. Approval of Agreement No. 260345B will allow Napa County’s Fleet Division to continue providing limited fleet maintenance service to NCOE vehicles as the division is able and available. The Agreement will be effective on the date of execution and will expire 5 years later with an option to extend the agreement for an additional 5-years. The Agreement authorizes NCOE’s Executive Director and the County’s Chief Executive Officer to authorize the 5-year extension, provided that no other terms or conditions are being amended.

Requested Action:
Approve and authorize the Chair to sign Agreement No. 260345B with Napa County Office of Education to allow Napa County’s Fleet Division to perform on-call vehicle maintenance and minor repair services for a 5-year period that may be extended for an additional 5-years with maximum compensation of $5,000 per fiscal year.

Providing services to NCOE as division staff is able and available provides support to another public agency and provides Napa County with revenue.

Anticipated revenue will be budgeted in future fiscal years.

Fleet Division will not provide services to NCOE and will not receive revenue for such services.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
