EXECUTIVE SUMMARY

There are currently three openings on the Napa County Winegrape Pest and Disease Control District Board of Directors due to expiring terms. The County Executive Office advertised the vacancies and received three reappointment applications from Larry Bettinelli, Christopher Hyde, and David Ilsley.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On January 2, 2002, the Napa County Winegrape Pest and Disease Control District Law (Food and Agricultural Code sections 6292 et seq.) was enacted. The purpose of this law is to make available a procedure for creating the Napa County Winegrape Pest and Disease Control District to assist in the funding of inspection, detection, prevention, and education of Pierce’s Disease as stated in the Napa County Glassy-Winged Sharpshooter Work Plan, as approved by the California Department of Food and Agriculture, and accepted by the Napa County Board of Supervisors, to prevent the spread of Pierce’s Disease by the glassy-winged sharpshooter.

On February 19, 2002, the Napa County Board of Supervisors adopted Resolution No. 02-26 establishing the Napa County Winegrape Pest and Disease Control District.

In 2006, Napa County growers voted to expand the scope of the District to include programs to detect and control a recent introduction into Napa County, the Vine Mealy bug. The District collects annual assessments of $5.60 per acre for both Glassy-Winged Sharpshooter and Vine Mealy bug control programs.

The District is administered by a five (5) member Board of Directors. Applicants must meet the following qualifications to serve on the District Board:

a.                     They must be a citizen of the United States and resident of California;

b.                     They must own lands included in the District devoted, in whole or in part, to the growing of winegrapes; and

c.                     They must have demonstrated an interest in the control of winegrape pests and diseases.

 

Staff requests the reappointments of Larry Bettinelli, Christopher Hyde, and David Ilsley to represent Napa County Vineyards on the Napa County Winegrape Pest and Disease Control District Board of Directors.
