BACKGROUND

On February 25, 2025, the Board of Supervisors authorized creation of the “Cuttings Wharf Road and Cuttings Wharf Boat Launch Paving Project,” RDS 25-22 and a budget amendment of $190,000. $170,000 was allocated for Cuttings Wharf Road using the Measure-T fund (Fund 2440, Sub-Division 1220053, Account 56100), and $20,000 was designated for the Cuttings Wharf Boat Launch using the Capital Improvement Fund (Fund 3000, Sub-Division 3000000, Account 56100). However, the paving of the Cuttings Wharf Boat Launch was removed from this project due to a lack of available Capital Improvement Funds to cover construction costs.

The scope of work for the Cuttings Wharf Road Paving Project includes but is not limited to:

                     Removal and replacement of asphalt

                     Asphalt overlay

                     Installation of paving fabric

                     Crack Sealing

                     Tree Stump Grinding and off-haul

Total Miles: 2.48 miles

On April 22, 2025, the Board of Supervisors approved the plans and specifications and authorized to advertise for sealed bids and opening of the bids pursuant to Section 20150.8 of the Public Contract Code. On May 15, 2025, bids were received and opened. The bid results are attached for reference.

Staff recommends awarding the contract to the lowest responsive bidder, O.C. Jones & Sons, Inc. of Berkeley, CA, for their base bid of $2,725,100 as well as bid additive alternate #1 (Conflict Markings) of $18,000 for a grand total of $2,743,100.

O.C. Jones & Sons, Inc.’s base bid is lower than the engineer’s estimate of $3,650,000. The total project cost, including design and engineering, construction, construction management, geotechnical services and contingency, is $3,676,720. The project will be fully funded by Measure-T funds.

O.C. Jones & Sons, Inc. is not a local vendor however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder’s Exchange, and by posting on the County website. Staff also sent “Notices to Contractors” to the local construction community.

Requested Actions:

1.                     Award of the construction contract for the “Cuttings Wharf Paving Project,” RDS 25-22 to O.C. Jones & Sons, Inc. of Berkeley, California for their low base bid of $2,725,100 as well as bid additive alternate # 1 of $18,000 for a grand total of $2,743,100 and authorization for the Chair to sign the construction contract; and

2.                     Approve a Budget Amendment for the following (4/5 votes required):

a.                     Increase Transfers Out appropriations by $3,506,720 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) offset by use of its available fund balance to transfer to project 25024; and

b.                     Increase Construction Services appropriations by $3,506,720 in Project 25024 budget (Fund 2040, Sub-Division 2040500, Project 25024, Account 52360) offset by a transfer-in revenue from the M-T SRF.

Discretionary Justification:

Approval of the Budget Amendment is necessary to award contract and move the project forward toward construction and rehabilitate Cuttings Wharf Road.

Is the general fund affected?

No

Future fiscal impact:

Construction will likely finish in FY 2025/26 with no future impacts beyond standard roadway maintenance.

Consequences if not approved:

Cuttings Wharf Road will not be rehabilitated.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act as 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
