BACKGROUND

In order to provide for the continuous safety of aircraft operations at the Napa County Airport, Airport management worked closely with the Federal Aviation Administration (FAA) to identify several runway and taxiway maintenance tasks that are necessary over the next five to ten years and are Airport Improvement Program (AIP) eligible. The next programmed project in this effort involves the reconstruction of failing pavement on Taxiway K as well as expansion of an aircraft run-up area that has been deemed by the FAA to be undersized for the classification of aircraft using the airport.

Taxiway K pavement has not been rehabilitated since it was originally constructed in 1986, is one of the most used taxiways in our system, and has been given a pavement classification of “very poor,” with a Pavement Condition Index (PCI) of 28. The Taxiway K connector to Runway 19R was rehabilitated as a part of the Runway Rehabilitation project in 2019. Construction of Taxiway K is programmed by the FAA for a grant in Federal Fiscal Year 2024 (Napa County FY 24-25). To prepare for construction, the Airport funded the National Environmental Policy Act (NEPA) Categorical Exemption and California Environmental Quality Act (CEQA) reviews as well as project design. These costs will be included in the final grant application for reimbursement, in addition to the construction costs.

On June 27, 2023, the Board of Supervisors (Board) approved creation of the Taxiway K and Runway 19R Run-up Apron Project and approved Napa County Professional Service Agreement No. 240058B with Mead & Hunt, Inc. for surveying, geotechnical investigation, and design engineering services necessary for the construction phase of the project. Mead & Hunt completed the Plans and Specifications and those documents are now ready for Board approval and authorization for the solicitation of bids. The timing of the solicitation for bids will be coordinated with the FAA to align with their revised schedule for a grant offer.

Staff will return to the Board at a future date with a proposed construction contract and budget amendment to fully fund the project based upon the lowest, responsible bid. The Taxiway K and Runway 19R Run-up Apron Project will be reimbursed by the FAA at 90% and the remaining 10% will come from the Airport Enterprise Fund (Fund 5010, Division 50105, Project 24003). Caltrans State Matching funds for 5% of FAA grants are available to General Aviation Airports on a competitive basis. Airport staff will return to the BOS for actions necessary to apply for these competitive funds to offset expenditures from the Airport Enterprise Fund.

Discretionary Justification:

To provide for the continuing safety of aircraft operations at the Napa County Airport, Napa County has identified a number of runways and taxiway pavement maintenance tasks that are needed over the next five to ten years. The next project involves the reconstruction of Taxiway K and Runway19R Run-up Apron. The FAA has agreed to a future construction grant, programmed for FY25.

Future fiscal impact:

This project will extend into future fiscal years and will be budgeted in the Airport Enterprise Fund accordingly.

Consequences if not approved:

Napa County Airport would not be able to maintain its infrastructure as required by the FAA and would miss the program schedule provided by the FAA for a future AIP grant covering 90% of the reconstruction cost.

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 2 (“Replacement of Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15302].
