SUBJECT: Federal Aviation Administration (FAA) Grants for the North GA Ramp Reconstruction Project (Project 25040)

Accept Federal Aviation Administration (FAA) AIG Grant 3-06-0162-51-2026 in the amount of $3,057,000, committing $444,514 as the County’s local match, and authorize the Director of Public Works to execute the AIG Grant Agreement with the FAA; and accept FAA AIP Grant 3-06-0162-50-2026 in the amount of $2,590,116, committing up to $136,322 as the local match, and authorize the Director of Public Works to execute the Grant Agreement with the FAA. BACKGROUND

On March 25, 2025, Airport Improvement Grant (AIG) 48 was executed in the amount of $477,720 for design and administration efforts for new pavement and drainage, electrical improvements, Taxiway Alpha entry redesign, and a new aircraft parking plan for the North General Aviation (GA) Ramp consistent with FAA standards. On March 24, 2026, the Board approved the plans and specifications for the North GA Ramp Reconstruction Project (Project 25040); authorized staff to advertise an invitation for sealed bids for construction efforts, and authorized the Director of Public Works to apply for a FAA AIG grant in the amount of up to $3,057,000, with a 5% matching requirement of approximately $152,850 and execute a grant agreement with the FAA for such grant. On May 19, 2026, the Board of Supervisors (Board) awarded the construction contract for the North GA Apron to Granite Construction for the amount of $5,545,775, contingent upon the FAA’s grant funding approval, and amended the budget for the project.

Construction of the North GA Ramp Reconstruction Project was initially planned to be funded with the $3,057,000 AIG Grant and a County match of $152,850. Airport staff worked with our design consultant to maximize the grant entitlement funds through the use of conditional bid alternate scopes of work. The base bid was higher than expected, raising the local match to award the base bid construction contract to $444,514 (13%). After consultation with the FAA, they agreed to fund the construction of bid alternate #1 under a separate Airport Improvement Program (AIP) grant in the amount of $2,590,116 with a local County match of $136,322.

The total expenditure on this project includes multiple scopes of work from internal and external work groups: civil engineering services, environmental clearances preparation, technical surveys, the Base Bid Scope of Work and Bid Alt. #1 construction, construction management, and material testing. The North GA Ramp was originally constructed in 1958 and has a very poor Pavement Condition Index of 25. The Ramp is approximately 10 acres of failing asphalt and subgrade used for various types of aircraft for transient parking and self-service fueling operations. Reconstruction of the North GA ramp will improve pavement conditions for existing transient aircraft parking and does not include any expansion. Including internal administration costs and a set aside for contingency costs, the total project cost is $7,012,405 which was appropriated by a budget amendment approved by the Board on May 19, 2026.

The planned sources of funding for Project 25040, as provided in the prior budget amendment, include the previous civil engineering design work completed under AIG Grant 3-06-0162-48-2025 and including the Base Bid Scope and Bid Alt. #1 are as follows:

It is requested that the Board authorize the higher required local match in the AIG Grant 51 funded work and authorize application to and acceptance of the second FAA grant under the AIP program (AIP Grant 50) that the prior Board item on May 19, 2026 did not specifically address.

Relatedly, On June 6, 2026, the Board authorized staff to apply for eligible Caltrans matching grants to reduce the local portion of the project cost. Application acceptance is awaiting execution of AIP Grant 50.

Requested Actions related to the “North GA Ramp Reconstruction Project”, Project 25040 (PW26-04):

1. Accept the Federal Aviation Administration (FAA) AIP Program Grant in the amount of $2,590,116, with a 5% local match requirement of up to $136,322 for the North GA Ramp Reconstruction Project and authorize the Director of Public Works to apply for and execute a Grant Agreement with the FAA for the AIP Grant, subject to approval as to form by County Counsel.
2. Accept the FAA AIG Grant in the amount of $3,057,000, with a 13% local matching requirement of up to $444,514, and authorize the Director of Public Works to execute a Grant Agreement with the FAA for the AIG Grant, subject to approval as to form by County Counsel.

Where is it budgeted?	Airport staff have received three grants from the FAA for the engineering design, construction contract, professional services agreements for construction management, and administrative costs. A pending Caltrans grant is expected. The remaining costs will be funded through the Airport Enterprise Fund balance. Construction of the project is budgeted in Airport CIP (Fund 50105; Subdivision 5010500; Project No. 25040)
Is it Mandatory or Discretionary?	Discretionary
Discretionary Justification:	North GA Ramp pavement, originally constructed in 1958, is failing and is unable to sustain current Aircraft Operations in a safe manner. Napa County has entitlement funds under the Airport Improvement Grant (AIG) program of $3,057,000 and Airport Improvement Program (AIP) discretionary grant of $2,590,116 for transient ramp reconstruction.
Is the general fund affected?	No
Future fiscal impact:	If the Federal Grants for this project are accepted, the project will extend into future fiscal years and will be budgeted in the Airport Enterprise CIP Fund accordingly.
Consequences if not approved:	If not approved, Napa County Airport would not be maintaining its infrastructure as required by the FAA and could lose entitled Grant funds.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act [See Class 2 (“Replacement or Reconstruction”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR 15302].
