BACKGROUND

This item is a contract amendment in which the contract life exceeds five years, thus requiring board approval. The purpose of this item is to approve a contract with Benevate, Inc, which provides the software system, Neighborly, that tracks and manages all of the Affordable Housing programs including: the Season of Sharing Program, the SHARE older adult rental assistance program, the Proximity Downpayment Assistance loan program, the Affordable Accessory Dwelling Unit Forgivable loan program, and adding a new program to track and manage the County’s Multifamily Rental Housing.
The total contract maximum is $29,800, which includes both the development and implementation of the Multifamily Rental Housing program and a one-year contract extension providing for the renewal of user licenses for FY 2026-2027.
In April of 2022, Napa County Housing & Community Services (HCS) entered into contract with Benevate, Inc to implement the Neighborly software system for the Season of Sharing program and the Proximity Downpayment Assistance program. In December of 2022, the contract was amended to develop and implement the Affordable Accessory Dwelling Unit Forgivable Loan program, as well as increase administrative user licenses.
In March 2024, the contract was amended to develop and implement the SHARE old adult rental assistance program, as well as portal for tenants seeking residence in one of Affordable Accessory Dwelling Units in income qualify.
The system allows for applications for all programs to be received from the public via the online portal, and allows Housing & Community Services staff to review, track and manage applications and loans.
The new program, the Multifamily Rental Housing, will track and manage the County’s multifamily affordable housing fund loan portfolio, and provide a platform for developers to apply for Affordable Housing Funds. The software system has been critical in increasing efficiency in application review, and ease for the public to apply for these critical housing programs.

Requested Action:
1. Approve and authorize Amendment No. 5 to Agreement No. 220333B with Benevate to (1) extend the contract for the fiscal year 2026-2027 to include the new Multifamily Rental Housing program and (2) renew all user licenses with no increase to the contract maximum.

This is discretionary in that there is no mandate to utilize the Benevate Neighborly system to manage the Napa County housing programs.

If this item is not approved, Napa County will need to identify another way to manage the housing program data.
