District Attorney requests approval of and authorization for the Chair to sign Agreement No. 230097B with American Medical Response West (AMR) in the annual maximum amount of $80,000 per fiscal year, for the term July 1, 2022 through June 30, 2027 to provide blood sample collection services for law enforcement agencies in Napa County.

EXECUTIVE SUMMARY
On March 23, 2021, Napa County Emergency Medical Services released a Request for Proposals (RFP). American Medical Response West (AMR) was the only entity to submit a proposal. On September 14, 2021, the Napa County Board of Supervisors approved a new agreement with AMR to provide exclusive emergency ambulance and non-emergency life support transport services throughout Napa County. In 2012, AMR was the recommended respondent to a RFP process for blood sample collection services in connection with law enforcement when an individual is suspected of being under the influence of alcohol or drugs at the time of arrest, and has been the provider of this services since 2012.
Today’s recommended action is to approve Agreement No. 230097B with AMR, allowing the Napa County District Attorney’s Office to continue to utilize AMR, the County’s ambulance provider, for blood sample collection services, with an annual maximum of $80,000, for the term July 1, 2022 through June 30, 2027.

Discretionary Justification: |
There is not a mandate for these services. However, the District Attorney’s Office has been contracting for these services for many years as a best practice to conduct blood sample collection when law enforcement suspects a person is under the influence of alcohol or drugs. The District Attorney’s Office receives compensation through fines imposed and collected by the courts from those convicted of driving under the influence to partially cover the cost of these blood draws. |

If the agreement is not approved, the County will not have an agreement in place for the provision of this service. Law enforcement agencies and the District Attorney’s Office require these services and results are necessary to the investigation and prosecution of cases. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
In 2012, American Medical Response West (AMR) was the recommended respondent to a Request for Proposal (RFP) process for blood sample collection services in connection with Napa County law enforcement. On September 14, 2021, the Napa County Board of Supervisors approved a new agreement with AMR to provide exclusive emergency ambulance and non-emergency life support transport services throughout Napa County. As such, the District Attorney’s Offices negotiated a new agreement with AMR for the current fiscal year.
AMR, has been the provider for blood sample collection services since November 2012. Napa County Law Enforcement agencies will request AMR services when an individual is suspected of committing a crime while under the influence of drugs or alcohol.
The recommended agreement will allow the Napa County District Attorney’s Office to continue to use AMR, the County’s ambulance provider, for blood sample collection services with an annual maximum of $80,000 for the term July 1, 2022 through June 30, 2027.
