BACKGROUND
The Greenwood Avenue Bridge over Garnett Creek (Bridge No. 21C-0042) was damaged during the August 24, 2014, South Napa earthquake and remains closed to traffic. The bridge is a historic stone arch masonry bridge constructed in 1904 located on Greenwood Avenue approximately 0.2 miles northeast of Myrtledale Road and is listed on the Historic Register of Historic Places (NRHP).
The project proposes to rehabilitate the bridge while preserving the historic structure and restoring access to Greenwood Avenue. Caltrans designated the Bridge as an Off-System bridge and eligible for 100 percent federal Highway Bridge Program funding with Toll Credits as the match for local funds.
Agreement No. 190001B with Biggs Cardosa Associates, Inc. provides engineering and environmental services for the project. On June 17, 2025, the Board approved Amendment No. 1 increasing the agreement by $75,032 to complete additional archaeological and environmental studies required for National Environmental Policy Act (NEPA) clearance.
During the Extended Phase I (XPI) archaeological investigation, the consultant identified cultural artifacts that could be eligible for the NRHP within the project area. As a result, Caltrans requires additional cultural resource evaluation and documentation to comply with Section 106 of the National Historic Preservation Act and NEPA.
Amendment No. 2 will fund additional work necessary to complete environmental clearance including preparation of a Section 106 Eligibility Form to determine eligibility for listing in the National Register of Historic Places, preparation of Finding of Effect documentation evaluating project impacts to archaeological resources, and preparation of an Environmentally Sensitive Area Action Plan and Post-Review Discovery Management Plan to establish procedures for protecting and managing archaeological resources that may be discovered during construction.
These services were not included in the original scope of work but are required by Caltrans cultural resources review in order to complete environmental clearance for the project.
Requested Actions:
1.Approve and authorize Amendment No. 2 to Agreement No. 190001B with Biggs Cardosa Associates, Inc. (BCA) for an additional $40,293, and therefore, for a new maximum contract amount of $1,148,610 to provide additional consulting services for the Bridge Replacement Project; and
2. Approval of a Budget Amendment for the following (4/5 vote is required):
a. Increase appropriations for Project 16003 - Garnett Bridge at Greenwood Ave in the Roads Capital Improvement Project Fund (Fund 2040, Sub-Division 2040500) in account 52310 - Consulting Services by $75,000, offset by an increase of $75,000 in revenue account 49900 - Intrafund Transfers-In from the Roads Operations Fund; and
b. Increase appropriations in the Roads Operations Fund (Fund 2040, Sub-Division 2040000) in account 57900- Intrafund Transfers Out by $75,000, offset by use of its available fund balance.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by Section 15378 of the California Environmental Quality Act (CEQA) Guidelines because it involves administrative approval of a professional services agreement amendment. Environmental review for the bridge rehabilitation project will be completed separately under CEQA and NEPA prior to construction.
