BACKGROUND
During the period of September 22, 2025 to January 22, 2026 Napa Berryessa Resort Improvement District staff required services of a contractor for 1) the immediate repair of three water distribution leaks and a sewer collection system lateral (Agreement 260289B, $17,999.10), 2) to provide access to and replace the failed redundant raw water supply intake pump for the water treatment plant (Agreement 260290B, $35,836.18), and 3) to modify pipe connections within two pre-settling tanks at the water treatment plant to combat existing operational challenges with raw water conditions to remain in compliance with the District’s regulatory permit
(Agreement 260291B, $38,074.85).
Cumulatively, the cost of these repairs performed by Pridmore Brothers Construction, when combined with charges for previous work performed by the same contractor, exceed the Purchasing Agent’s annual maximum authority ($87,600 for FY 2025-26) per vendor without Board approval. All work was completed at or below fair market value for scoped services if time permitted competitive solicitations.
Requested Action: Approve and authorize Pridmore Brothers Construction, Inc. Agreement Nos. 260289B, 260290B and 260291B totaling $91,911 for urgent repairs made to water and sewer utilities.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is categorically exempt from CEQA pursuant to CEQA Guidelines section 15301, as the repair or maintenance of existing public facilities involving negligible or no expansion of existing or former use.
