BACKGROUND

Catholic Charities of the Diocese of Santa Rosa (Catholic Charities) has operated an emergency family shelter in a house on Jefferson Street in the City of Napa known as “Rainbow House” since 2017. The shelter is a 7-unit, 28 bed facility, available for families with minor children who are experiencing homelessness.
The purpose of this agreement is to provide funding for the operation of the shelter run by Catholic Charities to provide families with minor children who are experiencing homelessness with emergency shelter, food, and community resources in a safe, respectful, and inclusive manner seven days per week, 365 days per year. The agreement provides critically needed funding for case management services and shelter operations.
Rising operational costs related to food, supplies and staffing are driving the necessary increase of $40,000. Today’s action increases the contract maximum from $360,000 to $400,000, per Fiscal Year to ensure continuity of emergency shelter services for families with minor children who are experiencing homelessness in Napa County.
Requested Action:
Approve and authorize Amendment No. 3 to Napa County Agreement No. 190277B with Catholic Charities of the Diocese of Santa Rosa to increase the contract maximum from $360,000 to $400,000 for the term July 1, 2025, through June 30, 2026 for the provision of family emergency shelter operations.

Discretionary Justification:

This item is discretionary. There is no mandate to contract with Catholic Charities of the Diocese of Santa Rosa known as Rainbow House to run a family shelter. Contracting with Catholic Charities will provide case management services and shelter operations to families experiencing homelessness.

Yes

Future fiscal impact:

Commencement of this contract begins July 1, 2025 and will automatically renew each year thereafter with a contract maximum of $400,000 per fiscal year.

Consequences if not approved:

If this item is not approved Napa County will be unable to provide families experiencing homelessness with emergency overnight shelter and related services and support.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
