BACKGROUND

The Napa Sanitation District (NSD), City of Napa (City), and the County are planning to partner in a project to provide sewer rehabilitation, road paving services, and potentially storm drain infrastructure, drainage, and complete streets improvements on roads located west of Solano Avenue, east of Linda Vista Avenue, south of Redwood Road, and north of West Park Avenue. The County will be partnering with NSD to enter into a reimbursement agreement designating NSD as the agency in responsible charge of advertising and administering the construction contract. The County would be responsible for administering the design of the County’s portion of work and for reimbursing NSD for the cost of construction of improvements. 
The proposed budget appropriation is for the County’s design engineering and project administration costs. The County intends to undergo a “Request for Qualifications” process to hire a consultant to prepare the plans, specifications, and the engineer’s estimate of probable costs. County plans to hire a firm to provide design services required to upgrade existing storm drain infrastructure (if required), improve site drainage, rehabilitate the existing pavement, and construction management.
The project is scheduled to be designed from February to September 2025, to go out to bid from October to November 2025, and to be constructed from March to October 2026. It is the intent of all agencies involved in the project to collaborate effectively and provide for a construction project that can be completed in a single construction season and would have the least impact to nearby residents. The budget amendment would allow County staff to design improvements to the following unincorporated County roads (with an average PCI of 45):

The construction documents may include sewer rehabilitation, storm drain rehabilitation (if needed), repair and replacement of sewer mainlines, laterals, and manholes, improving storm drainage, replacing existing sidewalks sections to comply with the Americans with Disabilities Act (ADA) requirements, and raising of utility covers in the roadway to the new pavement elevation to be followed by paving. NSD will pay for the costs for sewer rehabilitation and Napa County will fund the County’s portion of the project with Measure T funding.

Requested Actions:

1.                     Approval of a budget amendment to increase Transfer Out appropriations by $700,000 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) offset by use of its available fund balance to transfer to Project 25010; and

2.                     Creation of a new Roads Capital Improvement Project for the Pueblo Pocket Sewer and Roadway Rehab Project (Fund 2040, Sub-Division 2040500, Project 25010) and increase Consultant Services appropriations by $575,000 and Engineering Services appropriations by $125,000 in Project 25010 (Fund 2040, Sub-Division 2040500, Accounts 52310 and 52145) offset by transfer-in revenue from Measure T.

Discretionary Justification:

Implementing this paving and infrastructure improvement project concurrent with NSD will minimize construction impacts to the residents and reduce costs for both agencies.

Future fiscal impact:

Construction is scheduled to begin in fiscal year 2025-26 and be completed in fiscal year 2026-27.

Consequences if not approved:

This project will not move forward. If this project moves into construction in future years, then there would be additional construction related impacts to the residents and increased costs to the County.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]
