BACKGROUND

Napa County has an agreement with Napa Communities Firewise Foundation (NCFF) to provide community-based wildland fire awareness programs to Napa County residents of high-risk communities.  These programs impart the knowledge and tools these communities need to survive wildfires.  NCFF provides public outreach via workshops, newsletters, and literature to educate Napa County residents.  In addition, they provide other services including Wildfire Fuel Reduction Project mapping and reporting, Community Wildfire Protection Plan (CWPP) technical assistance and project environmental design, implementation, and management.

The County has an opportunity to work with the California Department of Forestry and Fire Protection (CAL Fire) and NCFF to conduct maintenance of 19 prior County-funded fuel mitigation projects at a significantly reduced rate. The Amendment provides updates to the existing project schedule under Exhibit “A” and fee schedule under Exhibit “B” of Agreement No. 250180B.

Requested Action:
1. Approve and authorize Amendment No. 2 of Agreement No. 250180B to update the project schedule and compensation and expense reimbursement schedule to conduct maintenance of 19 fuels maintenance projects of the original Agreement dated July 1, 2024, with Exhibit “A-1” and “B-2” under the new Amendment dated March 11, 2025, with an increase of $123,250 to the maximum compensation amount of the contract.

This Amendment adds maintenance projects to the scope of work and the related increase in costs.

Consequences if not approved:

If not approved, Agreement No. 250180B leave the important work of fire prevention unrealized and the completion of the inevitable maintenance work at a significantly higher cost. Typically, grant funding does not cover maintenance.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and/or exempt under sections 15301 and 15304, subds. (a) and (i), [See Class 1 (“Existing Facilities”) and Class 4 (“Minor Alterations to Land”)] and, therefore, CEQA is not applicable.
