EXECUTIVE SUMMARY
The Napa County Library has received a total of $35,500 in grant funding from the California State Library to continue implementing its ESL Grant program. Today, the Library is requesting Board acceptance of funding for State of California Literacy grant. Approval will enable the Library to continue to expand ESL services throughout the county.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
On September 1, 2023, the Napa County Library received a check from the California State Library funding in the amount of $35,500 for the CLLS ESL program. Per the CLLS grant terms, the board must grant the authority to enter into an agreement, therefore the Director of Library Services and Community Outreach is requesting authorization for the acceptance of funding for the State of California Literacy ESL grant.
Participating ESL libraries provide free adult and family literacy services for English language learners. ESL learners will focus on the listening comprehension and speaking skills, as well as basic math, writing and reading skills needed to participate in work, family life, and their communities. Tutoring will be provided in one-to-one and small-group sessions that are tailored to each learner’s goals and aspirations. The funds will support programs, projects, services, and supplies offered to the community for literacy programs at the Napa County Library.
